The Department for Work and Pensions (DWP) core strategy is one of “Full Transformation”, however many of the Business Products that are tenants of at-risk Legacy IT Systems are old policy and/or closed benefit lines. Where a Business Product is not a suitable candidate for Full Transformation, we have defined a range of additional treatment options that we can use to mitigate the risks of Technical Debt across our core IT Systems, protecting our ability to pay Citizens.
The Legacy Tech Debt (LTD) workstream has been established to oversee the work needed to address our Technical Debt.
As a Senior Tech Lead, you will work at a strategic level and will drive application development and the coordination of technical teams to create and maintain the LTD replacement products and services for DWP. You will utilise your technical expertise in multiple domains to support multiple delivery teams in the development of technical product roadmaps and the management of product lifecycles, ensuring full alignment with DWP Strategy.
You will provide technical input into discussions to direct the wider LTD delivery teams as required, based on your deep technical experience in areas such as package implementation, package configuration, customisation and integration, and solution architecture.

Job Description
As Senior Tech Lead, you will:
- Work across multiple LTD delivery teams as an engineering specialist defining and refining engineering standards.
- Provide technical input into strategic discussions to direct the wider LTD delivery teams as required, based on your deep experience in areas such as package implementation, package configuration, customisation and integration, solution architecture and experience of utilising externally hosted services.
- Co-ordinate and mentor technical teams to create and maintain products and services for DWP and deliver against roadmaps and plans.
- Manage and oversee product life-cycles ensuring full alignment with DWP Strategy and non-functional requirements.
- Support work on critical LTD digital services, working across public cloud, On Premise hosting environments and externally hosted services.
- Lead and oversee governance and assurance submissions on technical designs for LTD packaged solutions and engage with key stakeholders to secure input and support for subsequent approvals.
- Gather a range of information from different sources and stakeholders to ensure effective decision making, clearly demonstrating a balanced approach to conclusions and recommendations. Especially by advising senior DWP stakeholders on the development of DWP technical strategy including viability of improvements, estimated timescales and means needed to implement agreed strategy.
- Review existing services and trends in industry to identify areas of improvements and formulate plans to deliver enhancements to enable the development, configuration and management of a quality service.
- Be responsible for mentoring and support of engineers and trainee engineers.

Technical Breadth
Alongside your salary of £75,026, Department for Work and Pensions contributes £21,735 towards you being a member of the Civil Service Defined Benefit Pension scheme. Find out what benefits a Civil Service Pension provides.

Hybrid Working
This role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work.
If a hybrid working arrangement is suitable for the role and for you, you will normally be required to spend a minimum of 60% of your contracted working hours from your DWP office.

Salary Information
Pay for this role is from £75,026 to £92,522.
The maximum salary for the grade is £80,267, however a Digital Allowance of up to £12,255 per annum is available for exceptional candidates. Digital Allowance is non-salary, and non-pensionable, and is classed as a temporary allowance. It is reviewed annually where it could be retained, amended, or removed.
Our offer to successful candidates will be based on an assessment of your skills and experience as demonstrated at interview.
Existing Civil Servants who secure a new role on lateral transfer will maintain their current substantive salary.
Civil Servants who gain promotion will move to the bottom of the grade pay scale or receive a 10% increase applied to their current substantive salary, whichever is greater.
Any temporary allowances that you are currently in receipt of will not form part of the calculation to determine your pay. Any allowances that are in payment will cease when you move into your new role.

Selection process details
This vacancy is using Success Profiles, and will assess your Experience and Technical skills.
Stage 1: Application
Your Application Will Consist Of Four Parts
- A Personal Details application form.
- Employment history - this should contain your work experience and any skills, qualifications and accomplishments relevant to the jobs you have completed.
- Personal statement - up to 1000 words. This statement should be used to provide examples of how you meet the essential criteria below:
- Significant experience of version control systems as well as building and maintaining CI/CD pipelines e.g. git with GitLab CI or Jenkins.
- Significant experience of Infrastructure-as-code and configuration of code for one or more cloud providers.
- Significant experience of collaborating with multi-disciplinary teams.
- Significant experience of ensuring adherence to industry standards for data security, disaster recovery and compliance.
- Significant experience of creating engineering tooling and solutions to optimise and align the Software Development Life Cycle (SDLC) of our engineering teams.
- Technical statement (up to 250 words). The following statement is aligned to the required technical skill of: Technical Breadth. This statement should be used to provide example(s) of how you meet the criterion below:
- Significant experience of the full life cycle of a cloud-based platforms and applications from designing, through deployment to supporting and patching (AWS).
