Good Growth is responsible for delivering and implementing the Mayor’s environment, transport and economic strategies and for the effective implementation of the London Plan. The Directorate is also responsible for regeneration (where the programme is not housing led), enterprise, growth, capital projects and design work.
About The Team
The Mayor’s Infrastructure Coordination Service (ICS) is an innovative, award-winning, multi-disciplinary team that drives better collaboration in the planning and delivery of London’s utility infrastructure. The ICS operates three main service lines: the Streets Service (promoting collaborative street works and the “dig once” approach), the Development Service (accelerating utility connections for strategic developments), and the Planning Service (undertaking long-term infrastructure planning for London). This advertised role will sit within the Development Service of the ICS, who partner alongside developers, utility companies and infrastructure providers, regulators, industry representatives, London Councils and boroughs. The team is working in partnership with New Homes Accelerator (NHA) London programme, to accelerate the delivery of housing sites where they face infrastructure issues.
The Government’s New Homes Accelerator (NHA) is a programme established by the Ministry for Housing, Communities and Local Government (MHCLG) to speed up the delivery of large-scale housing developments that have stalled. The NHA aims to increase the delivery of homes by the end of this Parliament (2029). Since the NHA was established, MHCLG, GLA and London Councils officers have worked in partnership to analyse London’s stalled sites and identify suitable interventions to accelerate their delivery.
In early 2026, we established the NHA LDN team, to take a more proactive, London-led role, to identify stalled housing sites and finding practical ways to get them moving again. That means using our powers, data and networks to make things happen. We escalate sites where delivery challenges cannot be addressed through these resources to the MHCLG NHA team for action. They will then provide support with engagement where the challenges relate to other government departments or will work to address policy and systems issues if these are the blockers.
This GLA New Homes Accelerator Team acts as our central point of coordination within the GLA to other internal teams and to MHCLG, London boroughs and external partners, minimising disjointed or duplicative communication to key partner organisations. They will work closely with other teams to unblock sites and get homes built in London
About The Role
The Mayor's Infrastructure Coordination Service is working in partnership with the New Homes Accelerator London programme to help unlock barriers to housing delivery across the capital.
As a Senior Technical Project Officer, you will play a key role in managing high-profile projects and technical processes that support the coordination of infrastructure and development. Working across the NHA and wider ICS team, you will bring together key partners to help address utility connection challenges affecting housing delivery.
You will help deliver a varied portfolio of work, combining project management, stakeholder engagement, technical analysis and policy development. This will include using innovative digital tools and infrastructure data to support decision-making, monitoring programme performance, identifying opportunities for improvement and helping to develop new approaches that create lasting change across the sector.
The role offers a unique opportunity to work at the heart of London's infrastructure and housing agenda, supporting projects that have a tangible impact on the delivery of new homes and the future planning of the city's infrastructure networks.

What your day will look like
- Managing projects and technical workstreams that support the New Homes Accelerator London programme and the wider Infrastructure Coordination Service.
- Building relationships with developers, utility providers, London boroughs, government departments and other partners to coordinate activity and drive positive outcomes.
- Using infrastructure data, digital tools and mapping systems to undertake technical analysis and support project delivery.
- Coordinating stakeholders with differing priorities, facilitating discussions and helping to build consensus around solutions and next steps.
- Monitoring project performance, analysing data and identifying opportunities to improve processes and programme outcomes.
- Supporting the development of policy, best practice and strategic recommendations to improve infrastructure coordination and housing delivery.
- Preparing presentations, briefings and reports for senior leaders, steering groups and other key decision-makers across City Hall and partner organisations.
- Working with technical specialists across the ICS to resolve issues, develop delivery plans and support the implementation of innovative approaches.
- Keeping up to date with policy, regulatory and industry developments that could affect infrastructure delivery and development across London.
Skills, Knowledge And Experience
To be considered for the role you must meet the following essential criteria:
- Degree-level qualification or equivalent professional experience in engineering, infrastructure, development, planning, construction or a related field.
- Experience of successfully managing complex projects or programmes, including planning activities, managing stakeholders, monitoring delivery and achieving outcomes within agreed timescales and budgets.
- Experience of working with multiple stakeholders and building effective partnerships across public and/or private sector organisations.
- Knowledge of infrastructure and utility networks, with an understanding of how utility connection processes, infrastructure constraints and related stakeholder interactions can affect development delivery.
- Strong analytical skills, with experience of gathering, interpreting and presenting data and evidence to support decision-making, performance monitoring and continuous improvement.
- Excellent written and verbal communication skills, including producing high-quality reports, presentations, briefings and visual materials for a range of audiences, including senior stakeholders.
