Role Overview

The Senior Technical Services Manager is responsible for providing senior technical leadership, guidance, and support to the project team throughout the delivery of one or more allocated projects. Reporting directly to the Contracts Manager or Project Manager for each assigned project, the Senior Technical Services Manager works closely with the wider project team to coordinate and oversee all aspects of the building services installation. The role involves providing expert technical advice on all MEP installations, ensuring that systems are designed, coordinated, and delivered in accordance with project requirements, programme, quality standards, and relevant regulations.

Key Responsibilities

The successful candidate will have a range of responsibilities. Duties will include but not be limited to the following:

• Play an integral part in the tender process, review all tender documents, attend site visits, meet consultants and prepare project specific tender submissions.
• Look for any angles or advantages on all allocated tenders and maximize on added value.
• Carry out technical analysis on all relevant sub-contract tender process, actively challenge and discuss each submission in detail and play an active part in the adjudication process, reviewing the commercial analysis to ensure compliance.
• Prepare for and be actively involved in tender interviews, as allocated, demonstrating a good knowledge of the project and the building services elements.
• Maintain ongoing dialogue with Contracts Managers ensuring time allocation and priorities are established and agreed between all parties and across all projects.
• Prepare, issue and monitor services deliverables as identified with clear deliverables set for the Project Manager as appropriate.
• Provide senior technical leadership and support to site-based staff, providing sufficient back-up on the coordination and installation of services and monitor sub-contractor progress through site inspections ensuring best practice and adherence to the PCP process.
• Liaise with the Contracts / Project Manager provide input in the production/review of the Master Construction Programme ensuring sufficient time for commissioning and void closure key milestones.
• Liaise with sub-contractors to ensure sub-contractor MEP plant/component procurement schedules and technical submittals registers are prepared.
• Review and interrogate sub-contractor designs and technical submittals, within a maximum of two days of receipt, ensuring only checked documentation is issued to consultants.
• Chair M&E/Design Coordination meetings and attend Client Progress meetings preparing Building Services dashboards in advance, inc. review of progress against MEP activity/milestones, up-to-date Procurement Tracking Schedule, Key Issues & Risk Summary, & Commissioning & Witnessing Schedule.
• Actively educate and support the Project Management team in the understanding of the building services methodology and procedures and maintain an awareness of build activity throughout the project, attending sub-contractor meetings where possible.
• Review all MEP-related correspondence and provide technical help/guidance to the Project Manager with regard to preparing responses.
• In conjunction with the PM, assist with the snagging and close-out process using ProCore, including ensuring definitive list of snagging and Day 2 works is produced.
• Actively assist Commercial Managers in all aspects of building services up and down the supply chain and assist, when required, with sub-contractor selection and Final Account settlements.
• Assist the Commercial Manager in reviewing MEP tenders identifying scope gaps and commercial risk, obtain a clear understanding of the budgetary constraints in relation to MEP packages and assist in procurement of direct purchase plant items and ensure technical compliance/best buy.
• Assist in defining the structure and content of MEP works packages, preparing scopes of works as required and assessing and communicating the programme challenges faced.
• Pre-empt/identify change communicating clearly with Commercial Manager/Consultants as appropriate.
• Assist PM in maintaining an efficient sequence of works avoiding sub-contractor claims where possible.
• Review the quality / content of services information for inclusion within O&M Manuals, carrying out a final review to ensure compliance, inc. inclusion of DS certificates, commissioning data, certificates etc.
• Manage the preparation of Project Asset Registers, as required, identifying ECA recovery opportunities.
• Develop good working relationships, on an ongoing basis, with clients and consultants, in particular with building services consultants, entertaining and marketing whenever the opportunity arises and feeding back leads to Business Development as necessary.
• Develop continual dialogue with Business Development and Pre-Construction and maintain continued communication with the other BSMs.
• Maintain awareness of major environmental or legislative changes within the services industry, sharing information with the rest of the Services and/or Project Teams as appropriate.
• Produce detailed Testing & Commissioning Programmes, coordinating and monitoring to a successful conclusion, liaising with the consultant to agree procedures and arrange and coordinate client training.
