Job Description
We are seeking an experienced and highly credible Business Solution Architect to support a major transformation programme. The successful candidate will act as the primary link between User Organisations, programme leadership, business stakeholders and solution delivery teams. The role owns the end-to-end business architecture and provides assurance across the functional solution landscape. The scope includes Oracle Fusion HCM, payroll and workforce administration, the Orbit user experience platform, operational reporting and BI, workforce analytics, integrations, business processes, change, adoption and business readiness.
Your role
You will partner closely with stakeholders to translate business objectives, operating models, user journeys, policies, governance requirements and transformation outcomes into scalable, user-centric solutions. You will engage confidently with Executive Sponsors, HR Directors, Workforce Leads, Programme Boards and User Organisations while maintaining a strong understanding of the underlying functional solution.
Responsibilities
Business Architecture Leadership
- Define and maintain the business architecture for the workforce transformation programme.
- Develop future-state workforce operating models aligned to strategic objectives.
- Ensure alignment between business goals, user journeys, processes, technology, governance and service outcomes.
- Establish traceability from business requirements through to delivered functionality.
- Drive consistency across multiple User Organisations and stakeholder groups.
User Organisation Engagement
- Act as the senior business-facing representative for the programme.
- Build trusted relationships with Executives, Workforce Directors, HR Leaders, Payroll Leads and Operational Managers.
- Facilitate workshops, design sessions, decision forums and executive reviews.
- Understand User Organisation priorities, challenges, operating models and transformation objectives.
- Ensure stakeholder perspectives are represented throughout solution design and delivery.

Maintain oversight across the following functional domains:

- Core HR
- Recruiting and onboarding
- Talent management and learning
- Workforce structures and absence management
- Payroll interfaces and workforce administration
Orbit Platform
- User experience design
- Employee and manager journeys
- Service experience optimisation
- Accessibility and adoption considerations
- Self-service strategy
Reporting and BI
- Operational and statutory reporting
- Workforce analytics
- Executive dashboards
- KPI definition and benefits tracking
Integrations
- Upstream and downstream business processes
- Data dependencies
- Cross-platform user journeys
- End-to-end process orchestration
Business Readiness and Adoption
- Lead business readiness planning across User Organisations.
- Support change impact assessments and readiness reviews.
- Drive adoption strategies and ensure operational teams are prepared for transition and go-live.
- Work closely with Change Management and Training teams.
Requirements and Design Governance
- Govern business requirements and design decisions.
- Ensure solutions remain aligned to approved business outcomes.
- Challenge designs where business value is not maximised.
- Support prioritisation and scope governance activities.
- Maintain alignment between programme objectives and the solution roadmap.
Executive Stakeholder Management
- Present programme updates and recommendations to senior governance forums.
- Provide strategic advice on workforce transformation opportunities.
- Support programme risk management and decision-making.
- Influence stakeholders across organisations and supplier teams.
Benefits Realisation
- Define and track transformation outcomes.
- Measure business value, user adoption and service improvements.
- Support continuous improvement initiatives after go-live.
- Drive optimisation opportunities across workforce processes.
Required
- 20+ years of experience in business architecture, organisational transformation or large-scale business change programmes.
- Proven experience engaging directly with senior business stakeholders and executive leadership.
- Experience operating within complex, multi-stakeholder transformation programmes.
- Strong understanding of HR, workforce management, payroll and employee lifecycle processes.
- Demonstrated experience defining future-state operating models and business architectures.
- Experience leading workshops, requirements discovery and business design activities.
- Excellent stakeholder management, facilitation and communication skills.
- Ability to navigate ambiguity and drive consensus across diverse stakeholder groups.

- UK Public Sector transformation experience.
- Experience supporting national-scale workforce platforms.
- Knowledge of government governance, workforce policies and operating structures.
- Familiarity with Oracle Cloud implementations in the UK Public Sector.
- Experience in large-scale organisational change and adoption programmes.
