We are pleased to advertise an exciting secondment opportunity for a Senior Workforce Planning Officer within the People Services Team. This role offers an excellent opportunity to develop expertise in workforce planning while working with colleagues across BCUHB to support the delivery of robust workforce plans and sustainable workforce solutions.
Main duties of the job
Support workforce planning and education commissioning projects across BCUHB, working with services to develop workforce plans, analyse workforce data, identify future workforce needs, to help services deliver sustainable workforce solutions. You’ll engage with a wide range of stakeholders, provide workforce planning advice and training, and contribute to service improvement and workforce redesign initiatives.
The role requires resilience and professionalism, a proactive and analytical individual with experience in workforce planning, project management, service improvement or transformation. You’ll have strong communication and stakeholder engagement skills, be confident working with data and producing reports and undertaking training.
We are looking for someone who can motivate and build relationships across services, work independently and maintain momentum when managing competing priorities.

- Support the organisation to plan their workforce by using standardised approaches and methodology to deliver robust workforce plans.
- Support the development of local workforce plans aligned to the BCU workforce planning process, and work with stakeholders to embed within the service and financial planning cycle.
- Promote workforce models which support multi-disciplinary, multi-professional and multi-agency workforce plans across services, supporting discussions to drive changes to skill mix including the use of extended, advanced and new roles to foster innovation and workforce redesign, considering patient pathways, providing support and guidance in the delivery of workforce solutions appropriate to the needs of the service.
- Delivering data improvement work including data entry, cleansing and data quality improvement, analytics and dashboard reporting
- Ensure that workforce planning monitoring reports are accurate and informative, accompanied by adequate explanation and presented in a manner which is easily understandable for the target audience and related to organisational needs; working with finance colleagues and others to ensure consistency of data reported.
- Act as a workforce planning expert in the use of workforce planning tools.
- Deliver workforce planning engagement sessions, training and advice and guidance on resources within the organisation.
- Taking an active role in the workforce planning meetings and events to support them in their role.
Person specification
Qualifications And Knowledge
Essential criteria
- Educated to Degree level or possess equivalent experience/qualifications or significant experience of working at a similar level in a specialist area ie: Workforce Planning, Workforce Optimisation/Transformation.
- Project management specialist knowledge acquired through post graduate diploma level or relevant demonstrable equivalent experience acquired in a specialist HR setting.
- Understanding of programme/project management processes
- Demonstration of Continued Professional Development (CPD).
- Knowledge of NHS/BCU organisation policies, processes and culture.
- A willingness to undertake training as appropriate to the role.
Desirable criteria
- Knowledge and understanding of The Six Steps Methodology to Integrated Workforce Planning.
- Demonstrate knowledge of new and emerging initiatives in Workforce Planning
Experience
Essential criteria
- Experience in delivery of workforce planning.
- Demonstrable project management experience with evidence of affecting change, process redesign and establishing monitoring/evaluation mechanisms ideally within an NHS setting.
- Experience of working in partnership with a range of organisations and stakeholders.
- Experience of working to targets and outcomes in a programme management environment.
- Experience of developing a range of reports displaying analysis and supporting narrative pieces in relation to complex information and writing concise and effective reports.
- Experience of producing project plans, risk logs, issues logs, milestones, needs assessments, training and communication plans.
- Experience of developing and delivering training and presentations.
- Experience of service improvements/optimisation and development.

Skills And Attributes
Essential criteria
- Welsh Language Skills are desirable levels 1 to 3 in understanding, speaking, reading, and writing in Welsh or willingness to work towards achieving this at levels 1-3.
- Ability to develop and maintain effective working partnerships with operational staff, professional groups and senior managers within the organisation and other relevant internal or external stakeholders.
- Ability to receive and communicate complex information in a multi-disciplinary working environment and across organisations
- Demonstrable experience of planning over short, medium and long-term timeframes and adjustment of plans and resource requirements accordingly.
- Good analytical skills with the ability to analyse and interpret complex information from a wide range of sources and produce high quality written reports in an appropriate format for the target audience.
- Able to interpret national, regional and local priorities and support services understanding objectives in line with such priority agendas.
- Able to work autonomously, effectively and efficiently under pressure.
- IT Skills: word processing, PowerPoint, spreadsheets, BI dashboards, ESR, O365 products and SharePoint.
- Excellent communication skills both written and verbal.
