Role Overview
Hackney Council is seeking an experienced Service Accountant to provide financial business partnering support to its Adult Social Care directorate. The role will focus on budget management, forecasting, financial modelling, year-end closedown, statutory reporting and providing strategic financial advice to senior stakeholders.
Key Responsibilities
- Partner with Adult Social Care budget holders and senior managers.
- Lead budget setting, monitoring and monthly forecasting.
- Analyse expenditure, demand, demographic trends and care package costs.
- Support year-end closedown, reconciliations and statutory accounts.
- Manage and report on funding streams including the Better Care Fund.
- Provide financial modelling and analysis for savings and transformation programmes.
- Prepare financial reports for senior management, boards and committees.
- Ensure strong financial controls, compliance and audit readiness.
- Provide clear financial advice and challenge to non-finance stakeholders.

Essential Skills & Experience
- Strong local authority/public sector finance experience.
- Experience supporting Adult Social Care / Social Care finance highly desirable.
- Strong financial business partnering and stakeholder management skills.
- Excellent Excel, financial modelling and data analysis capability.
- Knowledge of CIPFA/local government accounting and funding.
- Understanding of social care funding and the Care Act.
- Experience with budget monitoring, forecasting and year-end accounts.
- CCAB/CIPFA/CIMA/ACCA qualified or finalist, or equivalent senior finance experience.
