Role Summary
Reporting to the Executive Director of Programmes & Service Delivery, the role of Service Contract Manager is accountable for ensuring that the terms of the Data Services Contract (DSC) and all the obligations placed on Xoserve are adhered to. The role is accountable for managing all amendments to the DSC however created; noting that most will come through industry change. The role is responsible for monitoring compliance to the DSC across Xoserve and its service providers and for providing reporting to the DSC Contract Management Committee on Xoserve’s compliance status. The role will involve collaboration across teams within Xoserve and Xoserve’s service providers as well as liaison with Xoserve’s customers.
This role is also accountable for all decisions associated with the disclosure of data held by Xoserve in its role as Central Data Services Provider and the management of any contracts entered into by Xoserve to deliver services to non-DSC parties.
Responsibilities
- Undertaking annual (or more frequent as required) compliance activities to ensure Xoserve meets its obligations as set out in the DSC.
- Maintaining the DSC as required, including publication of updated versions.
- Keeping industry codes and regulations under review to identify changes that may be required to the DSC.
- Raising Change Proposals for potential DSC changes.
- Liaising with the departments responsible for change processes to ensure awareness of DSC requirements and that future DSC change is identified at the earliest possible time.
- Provide expert services e.g. interpretation, training and awareness etc regarding the DSC as required across Xoserve and its service providers.
- Negotiating contractual terms for the provision of services by Xoserve to non-DSC customers.
- The incumbent will also work with the industry representatives on industry change that materially impacts the DSC.
- Provision of reports to the DSC Contract Management Committee regarding Xoserve’s compliance with the DSC.
- The reporting of contract status to Xoserve’s senior leadership team.
- Control decisions associated with the disclosure of data held by Xoserve in its role as Central Data Services Provider. Maintain the supporting documents for this activity.
- Represent Xoserve as required at industry meetings / forums.
- Develop and maintain relationships with Xoserve service providers to support continued delivery of services under the DSC.

Specialist/Technical Expertise
Essential
- Detailed understanding of how the gas industry works in terms of its core legal, regulatory and governance frameworks.
- Experience working within legal and regulatory frameworks.
- Ability to interpret contractual, regulatory and industry code requirements.
- Ability to draft and negotiate contracts with external stakeholders, achieving favourable outcomes while managing legal and commercial risk.
- Experience of monitoring compliance against contractual and regulatory obligations and reporting findings to stakeholders.
- Demonstrate a strong understanding of GDPR and data protection principles, ensuring compliance with legislative requirements when assessing data requests.
- Strong stakeholder management skills, with the ability to build effective relationships across customers, service providers and industry bodies.
- Excellent communication skills, with the ability to provide guidance, training and advice on contractual and regulatory requirements.
Desirable
- Knowledge of the wider utilities industry, including the electricity sector.
