Role Overview
Herefordshire Council is a financially stable, well run unitary council in one of England’s most beautiful counties. Our cathedral city, historic market towns, thriving cultural sector and iconic landscapes are positioned on the border with Wales with links into both the West Midlands and South West. The county sits between Worcestershire and the Malvern Hills to the east, and Bannau Brycheiniog (the Brecon Beacons) in Wales to the west.
Herefordshire is a council on an impressive improvement journey. Following significant progress in children’s services with government intervention ending in July, we are delivering against our adult social care improvement plan and have an ambitious “Big 4” vision for adult social care commissioning.
This is a significant opportunity to shape how services are commissioned, leading an all-age approach that supports children, families, adults and communities to thrive. As Service Director, you will establish the council as a leading commissioner, driving integrated and preventative approaches that improve outcomes, promote independence and deliver best value for residents.

Key Responsibilities
- Lead strategic commissioning, market development, contract management, brokerage, and resource functions.
- Build strong partnerships with the Integrated Care Board and health providers, care providers, voluntary and community organisations, and people who use services.
Ideal Candidate
This opportunity would be ideally suited to a commissioning leader with a strong track record of delivering transformational change, who is ready to step into their first director-level role.
