Service Lead – Governance, Risk and Compliance
Leeds | Hybrid Working | £69,852 | Full-time or Compressed Hours (4-Day Week)
Great governance is about more than compliance. It's about enabling confident decisions, managing risk and helping an organisation deliver on its ambitions.
We're looking for an experienced governance leader to head our Governance, Risk and Compliance function at the West Yorkshire Combined Authority. This is a rare opportunity to lead a broad, high-profile portfolio that sits at the heart of the organisation.
Reporting to the Assistant Director of Legal, Governance and Compliance, you'll oversee Democratic Services, Scrutiny, Corporate Risk Management and Data Protection, providing strategic leadership across the Authority. Working closely with senior leaders and elected members, you'll help shape governance that is practical, proportionate and supports delivery.

About You
You could already be leading governance within a Combined Authority, Local Authority or another complex public sector organisation. Alternatively, you may be a legally qualified professional whose experience has developed into governance, assurance or regulatory compliance.
We're looking for someone who can demonstrate:
- Significant leadership experience across governance, democratic services, risk, compliance or organisational assurance.
- Strong knowledge of governance within the public sector, ideally local government.
- Experience advising senior leaders, elected members or boards.
- The ability to build relationships, influence stakeholders and lead organisational change.
- A collaborative approach with the credibility to operate across a broad strategic remit.
