Job Purpose
To provide effective leadership and operational management of the service, ensuring the delivery of safe, high-quality, person-centred care that meets all regulatory, contractual, and organisational standards. The Registered Manager is responsible for ensuring compliance with Care Quality Commission (CQC) regulations, promoting positive outcomes for people using the service, supporting staff development, and managing the service's financial and operational performance.
Key Responsibilities
Leadership and Management
- Lead, motivate, and develop a high-performing staff team.
- Foster a positive, inclusive, and values-led culture.
- Ensure staff understand and uphold organisational values and policies.
- Provide regular supervision, appraisals, coaching, and performance management.
- Manage staffing levels to ensure safe and effective service delivery.
Quality and Compliance
- Maintain CQC registration and ensure ongoing compliance with all relevant legislation and regulations.
- Ensure the service consistently meets the Fundamental Standards.
- Prepare for and respond to CQC inspections.
- Develop and implement quality assurance systems and continuous improvement plans.
- Monitor incidents, complaints, safeguarding concerns, and audits to improve service quality.
Person-Centred Care
- Ensure people receive personalised care that promotes dignity, independence, choice, and wellbeing.
- Support individuals to achieve positive outcomes and maximise independence.
- Promote co-production and involve people in decisions about their care.
- Ensure care plans and risk assessments remain accurate, current, and outcome focused.
Safeguarding
- Promote a culture where safeguarding is everyone's responsibility.
- Ensure safeguarding concerns are reported promptly and managed appropriately.
- Liaise effectively with local authorities and partner agencies.
- Ensure staff receive appropriate safeguarding training.

Staff Management
- Recruit, induct, supervise, and retain high-quality staff.
- Manage sickness, absence, disciplinary, grievance, and performance issues.
- Ensure mandatory training compliance.
- Support professional development and succession planning.
Financial Management
- Manage the service budget effectively.
- Monitor expenditure and staffing costs.
- Ensure efficient use of resources while maintaining quality.
- Contribute to occupancy and business development where appropriate.
Health and Safety
- Ensure compliance with health and safety legislation.
- Monitor environmental safety and undertake regular audits.
- Ensure emergency procedures are understood and implemented.
- Promote infection prevention and control.
Partnership Working
- Build positive relationships with commissioners, healthcare professionals, families, advocates, and community organisations.
- Represent the organisation professionally at meetings and external events.
- Work collaboratively with multidisciplinary teams to achieve positive outcomes.
Administration and Reporting
- Maintain accurate records and management information.
- Produce reports on quality, performance, staffing, and compliance.
- Ensure confidentiality and compliance with GDPR.
Person Specification
Essential
- Registered Manager qualification or willingness to register with the Care Quality Commission (CQC).
- Level 5 Diploma in Leadership for Health and Social Care (or equivalent), or willingness to achieve within agreed timescales.
- Significant management experience within health or social care.
- Thorough knowledge of CQC regulations and Fundamental Standards.
- Experience leading and developing teams.
- Excellent communication and interpersonal skills.
- Strong organisational and problem-solving abilities.
- Budget management experience.
- Competent IT skills.
- Full UK driving licence (where required).

Desirable
- Successful experience managing a CQC-regulated service.
- Experience supporting people with learning disabilities, autism, mental health needs, physical disabilities, or complex needs (as applicable).
- Experience of service improvement and quality assurance.
- Knowledge of Positive Behaviour Support (PBS) and person-centred planning.
