Service Manager – Damp, Mould and Disrepair - Housing Repairs and Maintenance Service

Sheffield City Council is committed to providing safe, healthy and well-maintained homes for our tenants. We are investing heavily in transforming our Housing Repairs and Maintenance Service and are looking for an exceptional leader to drive improvement in one of our highest-profile service areas.

We are seeking a Service Manager - Damp, Mould and Disrepair to lead the delivery of a responsive, resident-focused service that ensures our homes remain safe, compliant and fit for purpose.

Reporting directly to the Assistant Director of Repairs and Maintenance, this is a pivotal leadership role with responsibility for service delivery, performance management, regulatory compliance, customer experience and continuous improvement across damp, mould and disrepair services.

THE ROLE

This role is responsible for leading and managing the Council's Damp, Mould and Disrepair Service, ensuring the effective investigation, diagnosis and resolution of housing condition issues that affect residents' health, safety and wellbeing.

You will be responsible for:

  • Leading multidisciplinary teams delivering damp, mould and disrepair services across Sheffield's housing stock.
  • Developing and implementing service strategies, policies and operational plans that improve outcomes for tenants and leaseholders.
  • Ensuring compliance with statutory obligations, housing legislation, consumer standards and emerging regulatory requirements, including Awaab's Law.
  • Managing service performance through effective use of data, insight, quality assurance and benchmarking.
  • Leading the Council's response to complex disrepair cases, Ombudsman investigations, complaints, legal claims and elected member enquiries.
  • Creating a positive culture focused on accountability, learning, resident satisfaction focus and continuous improvement.
  • Managing service budgets and resources to deliver value for money and sustainable service outcomes.
  • Working collaboratively with Asset Management, Building Safety, Customer Services, Neighbourhood Services, Legal Services and external contractors to deliver integrated solutions.
  • Supporting wider housing transformation programmes and contributing to strategic service improvement initiatives.
  • Providing professional advice to senior leaders, elected members and key stakeholders.

You will be an experienced operational leader with a proven track record of delivering high-quality housing, repairs, maintenance or property-related services within a complex organisation.

You will be able to demonstrate:

Essential Experience

  • Significant management experience within social housing, property maintenance, repairs, asset management, building surveying or a related field.
  • Experience of leading operational teams and improving service performance in a demanding environment.
  • Experience managing complex damp, mould, housing condition or disrepair-related services.
  • Proven success in delivering service improvement, cultural change and performance turnaround.
  • Experience of managing budgets, business planning and resource deployment.
  • Experience handling high-profile complaints, legal claims and regulatory scrutiny.
  • Experience of working with elected members, regulators and external stakeholders.

Essential Qualifications

  • Significant equivalent experience operating at a senior management level within housing repairs, maintenance, asset management, damp and mould, disrepair or property services.
  • Degree, HND, HNC or equivalent professional qualification in building surveying and construction management.
  • Awaab's Law, HHSRS knowledge, disrepair management experience and Housing Ombudsman.
  • Demonstrable experience managing complex damp, mould and disrepair services within a social housing, local authority or property environment.
  • Experience leading multidisciplinary teams and delivering measurable service improvements.
  • Experience managing high-profile complaints, Housing Ombudsman investigations, legal disrepair claims and regulatory scrutiny.
  • Experience of budget management, business planning and performance management.

Essential Knowledge

  • The successful candidate will demonstrate a strong understanding of:
    • Awaab's Law and emerging regulatory requirements for social landlords.
    • The Social Housing Regulation framework and Consumer Standards.
    • Housing Health and Safety Rating System (HHSRS).
    • Landlord obligations relating to housing condition and disrepair.
    • Homes (Fitness for Human Habitation) Act 2018.
    • Landlord and Tenant Act 1985.
    • Complaint handling and Housing Ombudsman requirements.
    • Building pathology, condensation, damp, mould and structural defect investigation principles.
    • Health and safety legislation and risk management practices.

Desirable Qualifications and Professional Membership

  • Specialist Damp and Mould qualifications, such as City & Guilds Damp and Mould Awareness, building pathology or housing condition diagnostics training.
  • RICS/CIOB/CIH membership.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
