Job Summary

We are MHCLG

Here at the Ministry of Housing, Communities and Local Government (MHCLG), we work on things that make a real difference to people’s lives. Whether through the homes we live in, the work of local councils, or the communities we are all part of, our work is at the top of the political agenda.

MHCLG is strengthening its internal Software-as-a-Service (SaaS) capability to build sustainable ownership of strategic digital platforms, reduce reliance on external suppliers and improve service governance, assurance and value realisation. ServiceNow is a critical enterprise platform supporting IT Service Management, service operations, digital workflows, configuration management, service request fulfilment, automation and future service transformation initiatives across the department. The ServiceNow Developer will provide senior hands-on technical capability for the ServiceNow platform.

The postholder will design, build, test, integrate, support and improve ServiceNow solutions, working closely with the ServiceNow Product Owner, SaaS Operations, Service Management, suppliers and business stakeholders. This role is intended to build internal capability during transition from supplier-led development towards a more sustainable in-house ServiceNow engineering model. It combines senior software development capability with application support, platform management, DevOps and ITIL-aligned service management awareness.

This role will play a key part in establishing MHCLG's long-term internal ServiceNow engineering capability, supporting knowledge transfer from suppliers, and helping build a sustainable in-house capability for platform development, automation, and continual service improvement.

Find out more about our Digital teams and what they are working on through our MHCLG Digital blog. Please note that MHCLG do not offer visa sponsorship and applicants will need a valid visa for the duration of your employment.

Reasons to use Rodeo

I’m in my final year doing Economics and I don’t know whether to apply for grad schemes now or do a masters first. What do you think?

Honest answer — it depends on where you want to end up. A lot of top grad schemes (Big 4, civil service, banking) don’t need a masters. Let’s look at the ones you’d be competitive for now, and we can decide if a masters actually adds anything.

Also worth knowing: most autumn 2026 applications are open now. Timing matters more than you think.

Start with a chat, not a search bar

Grad scheme, placement, apprenticeship? Not sure what you want yet — that's fine. Your agent talks it through with you and turns "I have no idea" into a shortlist.

MHCLG will honour completed capability assessments for this role from other Government Departments for existing civil servants on level transfer only. Please provide a copy of your capability assessment to the Hiring Manager when applying. If you have any queries on pay, please contact the Hiring Manager.

Each experience or technical skill is assessed between 1-3, representing working towards, at or above the job level requirements. You are awarded a proficiency level accordingly, and you will be given opportunity to annually re assess your capability and potentially increase your overall remuneration, through payment of allowances, depending on level of assessed capability.

Candidates moving from another government department have the option to retain their current basic pay if this is within our pay band for the relevant grade.

A digital allowance may also be payable depending on the level of assessed capability, in order to meet the MHCLG overall targeted remuneration rate for the specific grade, location and capability rating. For applicants in receipt of existing allowances, we will assess each case individually, but we would seek not to exceed the MHCLG overall targeted remuneration rate for the specific grade, location and capability rating for existing civil servants, the usual policy on level transfer and promotion will apply, subject to the statements above.
