Grade C- £35,412 - £44,075

Consultation grade - subject to formal evaluation under the Equal Pay Programme

Working 36.5 hours per week

About The Role

We’re looking for an experienced and customer-focused Sheltered Housing Officer to deliver a dedicated housing management service to older and vulnerable residents living in Birmingham City Council’s sheltered housing schemes.

You’ll take responsibility for managing tenancies throughout their lifecycle, from new lettings and tenancy visits through to resolving tenancy issues and supporting residents to sustain their homes. You’ll also help ensure schemes remain safe, secure and well maintained, responding to reports of anti-social behaviour, monitoring repairs and supporting residents with rent and service charge payments.

Working closely with residents, colleagues and external partner agencies, you’ll play a key role in promoting independence, addressing individual support needs and building strong communities. You’ll also contribute to service improvements, monitor performance and ensure residents receive a responsive, inclusive and high-quality housing service.

What You’ll Be Doing

  • Manage all aspects of tenancy management within sheltered housing schemes, overseeing tenancy issues from the start of a tenancy through to termination and ensuring compliance with relevant legislation, policies and procedures.
  • Conduct routine tenancy visits and audits, assess property conditions, support tenancy sustainment and work with residents to address concerns and identify any additional support needs.
  • Respond to reports of anti-social behaviour, tenancy breaches and neighbourhood issues, taking appropriate action in line with Council procedures and wider community safety priorities.
  • Work collaboratively with allocations and other housing teams to manage voids and lettings, undertake new tenant home visits and ensure properties are prepared and maintained to an appropriate standard.
  • Support residents with rent and service charge payments, assist with recovery action where necessary and signpost residents to appropriate welfare and support agencies.
  • Promote residents’ health, safety and wellbeing by identifying vulnerabilities, responding to safeguarding concerns, coordinating with partner agencies and ensuring appropriate support is in place.
  • Build positive relationships with residents, local partners and stakeholders, contribute to community initiatives and residents’ meetings, monitor service performance, maintain accurate records and oversee relevant Careline connections and external service contracts.

What We’re Looking For

  • Experience working within a housing management environment, with a sound understanding of housing legislation, tenancy management processes and relevant policies and procedures.
  • Experience of working with older people and/or vulnerable residents in the community or within sheltered housing, including identifying support needs and maintaining appropriate safeguarding standards.
  • Knowledge of health and safety requirements, with experience of applying relevant policies and procedures to help maintain safe and secure housing environments.
  • An understanding of telecare and assistive technology and how these services can support older people to live safely and independently within sheltered housing.
  • Excellent customer service, communication and relationship-building skills, with the ability to handle complex or sensitive situations diplomatically and work effectively with a range of stakeholders.
  • Strong organisational, IT and record-keeping skills, with the ability to manage competing priorities, meet demanding deadlines, monitor performance targets and produce clear written reports and correspondence.
  • A proactive, flexible and collaborative approach, with a strong commitment to equality, inclusion and improving residents’ quality of life, alongside the ability to take initiative, resolve problems and contribute positively to the wider team.
