Salary: Starting Salary is £47,665 (Level one) rising to £50,908 (Level four) per annum (Pro rata for part time)

About the Role

Are you passionate about workforce development, training and compliance? Nottingham City Council is seeking a SHEQ Lead - Workforce Training & Compliance to provide professional leadership and assurance across Resident Services, ensuring employees have the knowledge, competence and support required to work safely and effectively.

As the SHEQ Lead – Workforce Training & Compliance, you will provide senior professional leadership and assurance across Resident Services operational portfolios, with a primary focus on workforce training, competence and compliance assurance. Working under the strategic direction of the Divisional SHEQ Manager, you will act as the delegated lead for SHEQ-related training and operational compliance, supporting managers to embed safe systems of work through assurance, challenge and continuous improvement.

The role is responsible for overseeing training governance arrangements, compliance monitoring, competence frameworks and workforce assurance activity, ensuring that training provision aligns with operational risk and statutory requirements.

Key Responsibilities

  • Provide senior professional oversight of SHEQ training governance across operational service portfolios.
  • Lead workforce training governance arrangements, including training needs analysis, competence frameworks and compliance monitoring.
  • Develop and continuously improve divisional training frameworks aligned to operational risk and statutory requirements.
  • Act as the delegated lead for compliance and assurance activity, ensuring workforce competence arrangements are effective and proportionate.
  • Provide authoritative SHEQ advice and professional challenge to managers and Heads of Service.
  • Act as technical lead for ISO 45001, ISO 14001 and ISO 9001 management systems.
  • Lead and support audits, inspections and assurance reviews, ensuring corrective actions are implemented.
  • Prepare assurance reports, compliance summaries and performance information to support governance and risk management.
  • Line manage SHEQ and training staff, supporting performance, wellbeing and professional development.

About You

You will have experience of:

  • Significant experience within a SHEQ, health and safety, training or compliance leadership role.
  • Strong knowledge of ISO 45001, ISO 14001 and ISO 9001 management systems.
  • Experience of designing, implementing or overseeing workforce training programmes and competence frameworks.
  • Experience of audits, inspections and assurance reviews within operational environments.
  • Knowledge of health, safety, environmental and quality legislation and its application in operational services.
  • Experience of monitoring performance, analysing compliance data and identifying improvement opportunities.
  • The ability to provide clear, proportionate advice and challenge to managers and operational leaders.
  • Excellent communication, report writing and stakeholder management skills.

You will hold a relevant qualification, or be able to demonstrate substantial equivalent experience in Health & Safety, SHEQ, training or competence management.
