Project Director – Programme & Project Management (East of England Gas)

Cadent is the UK’s largest Gas Distribution Company, operating across 4 of the 8 UK Gas Distribution Networks (East of England, London, NorthWest and West Midlands). Their network spans over 131,000 kilometres of pipes, supplying 11 million homes & businesses.

Costain has been appointed as the preferred bidding organisation for the East of England Construction Management role, centrally co-ordinating Cadent’s capital investment programme. The Project Director will drive strategic planning, programme management, and delivery of regulatory obligations while future-proofing the network for Cadent’s customers.

Your key responsibilities will include:

**Strategic Leadership**
- Provide executive-level **project leadership & programme management** for upstream, midstream, and downstream asset replacement.
- Own the **delivery of ongoing reinstatement obligations**, including planned and **unplanned projects** such as:
    - Pipe replacements
    - Reinforcements
    - Diversions
    - Reinstatement of utilities
    - Support for multiple-occupancy operations
- Ensure alignment with **technical design specifications** and **regulatory compliance**.

- Customer & Stakeholder Relationship Management - Drive Cadent’s customer-centric commitments, maximising the customer experience through effective engagement with: - Customer care - Third-party contractors and delivery partners (LDPs) - Local Borough, District, and Unitary Authorities - Ensure timely exchanges with all stakeholders (constructors, subcontractors, suppliers, contractors, Cadent’s construction execution team), handing over larger projects faithfully to the Site Management Organisation (SMO).

  • Safety, Compliance & Quality Assurance (QA)
    • Enforce and promote high safety standards and compliance protocols through continuous adherence and leading by example.
    • Drive behaviour-based safety initiatives across all personnel and partners.

  • Subcontractor & Staff Coordination
    • Oversee subcontractor and staff management, ensuring robust monitoring of cost, programme, risk, and quality across projects.
    • Between June 2025 and June 2030, manage the delivery of all oblige reinstatement works with £1 billion allocation.

Requirements

Essential

  • Demonstrated expertise in construction management and programme delivery, preferably in energy infrastructure
  • Experience managing health, safety, and risk compliance with upstream projects at Network Rail standard
  • Leadership ability in £200M+ annual spend and workforce management
  • Sensitive liaison with local authorities, ensuring council compliance in reinstatement activity set out in NDA (Network Design Agreement)
  • Proficiency in using engage, Manage ألمانيا Manager, and imperative 6 ERP software
  • Intermediate to advanced spreadsheets knowledge for risk, cost, resource tracking

Desirable

  • Nuclear/technical domain experience, particularly with Deanfield Decommissioning & Defueling programmes
  • In-depth understanding of customer commitments (Customer Service Commitments) and their inclusion in legal contracts
  • Alignment with Costain’s commitment to sustainability, diversity, and inclusion (D&I)
  • Journey management planning experience for effective OHS continuum
