The Site Manager will act as the day-to-day site representative, providing visible leadership and assurance across railway construction works. The role is responsible for monitoring contractor activities to ensure they are delivered safely, efficiently, to the required quality standards, and with minimal impact on the environment and the operational railway.

The role requires strong on-site management of principal contractors and subcontractors. A key accountability will be to focus on the NR AMP process and encouraging timely submission of the Health and Safety File in line with the Contract programme. To help achieve this, and in line with the progressive assurance ethos of the Project, the role requires safety leadership, quality inspections, progress monitoring, stakeholder coordination, and assurance that works are delivered in accordance with contract requirements, relevant railway standards, approved plans, and current legislation.

Key Responsibilities

• Act as the appointed site lead for day-to-day railway works, maintaining a regular and visible presence across active worksites.
• Monitor site activities to ensure compliance with applicable railway standards, Network Rail/Neos requirements, company procedures, contract documentation, approved designs, and relevant legislation.
• Review contractor method statements, risk assessments, Construction Phase Plans, Work Package Plans, Task Briefing Sheets, permits, and access arrangements in conjunction with the project and engineering teams.
• Confirm that possessions, line blocks, access points, storage areas, welfare, site logistics, and safe systems of work are planned and implemented effectively.
• Lead site safety expectations through regular inspections, safety conversations, toolbox talks, audits, and prompt intervention where unsafe acts or conditions are identified.
• Monitor contractor and subcontractor performance, including workforce competence, supervision levels, resource allocation, productivity, and adherence to agreed programme requirements.
• Inspect works in progress and completed works against drawings, specifications, workmanship standards, inspection and test plans, and quality requirements.
• Record, monitor, and close out defects, remedial actions, non-conformance reports, and site observations in an auditable manner.
• Track progress through regular site visits, inspections, meetings, and review of programme information, escalating risks to time, cost, quality, safety, or railway operations as required.
• Maintain accurate site records, including diaries, photographs, inspection records, meeting notes, access records, and evidence required for assurance, hand back, and completion.
• Support incident reporting and investigation processes, ensuring lessons learned are communicated and embedded across site teams.
• Promote high standards of health, safety, quality, environmental management, and good workmanship through regular communication with contractors and stakeholders.
• Provide functional support to Project Managers, Development Managers, Engineering Leads, and other internal stakeholders as directed.
