We currently have an opportunity for a highly motivated individual to join our innovative Planning Service to be part of the Development Management Planning Monitoring Enforcement team as a Site Monitoring Officer on a part-time basis.
The role principally involves the proactive monitoring and reporting of the compliance of minerals and waste sites with their respective planning permission(s) as well as assisting with the authority’s planning enforcement functions including the gathering and presentation of evidence.
Some of the country’s largest quarries are in Derbyshire that produce a range of minerals and the County’s central location means that it is well placed to serve the waste industry, which has seen this sector investing in cutting edge technology within Derbyshire to help grow the circular economy for waste materials.
As one of the leading Minerals and Waste Planning Authorities in the Country, the Planning Service works closely with the minerals and waste industry through the development management process to achieve added value outcomes for the community and environment.
The Authority’s proactive Planning Monitoring and Enforcement role is essential to achieving its objectives, ensuring that permitted minerals and waste developments continue to operate in accordance with their permission(s), maintaining its close relationship with minerals and waste operators, and its ability quickly identify and resolve future issues.

Key Responsibilities
- To proactively monitor the compliance of planning conditions for minerals and waste sites across the County.
- Undertake site monitoring inspections and evidence gathering and produce monitoring reports.
- Monitoring compliance with planning conditions and approved plans.
- Manage and undertake the schedule of site monitoring and the monitoring fees.
- To assist in the investigation of complaints of unauthorised development or breaches of conditions relating to County Matter and County Development.
- To produce and maintain all forms of accurate documentary information of any breach of planning control that can be relied on as accurate evidence.
- Establishing and maintaining close liaison on enforcement and related issues with operators, members of the public, Parish/Town Councils, elected Members and other bodies/authorities in the pursuit of complaints/investigations.
- Attend Quarry / Waste Liaison meetings as necessary.
What Skills and experience do you need to have:
The role will require making and maintaining good working relationships with minerals and waste operators, members of the public and Council representatives for this you will need to have experience of working within a customer-focused environment and be confident in dealing with people to ensure that a good quality customer service is provided.

You will be required to have a good level of education including GCSEs or equivalent including Maths and English Language and have excellent IT skills.
You will need to have experience of working to and meeting targets and deadlines including the production of reports.
Whilst not essential, some experience of working in the minerals and or waste sector and planning regulatory system would be beneficial to the role.
You will have the ability and willingness to travel across the County to undertake outdoor monitoring visits and investigate complaints.
