Overview
Are you ready to play a key role in delivering and maintaining Buckinghamshire's highway network? We have an exciting opportunity for a Site Supervisor to join our Highways and Asset Services team within Buckinghamshire Highways.
As we continue to build on our success, we are looking to expand our established Highways team with an experienced and motivated individual who can support the safe and efficient delivery of highway projects across the county.
The successful candidate will play a pivotal role in overseeing works delivered through the Buckinghamshire Highways Alliance, ensuring projects are completed safely, to specification, on programme and to the highest quality standards. You will work closely with contractors, project managers, designers, and other stakeholders to supervise a diverse range of schemes, including active travel improvements, carriageway and footway maintenance, drainage works, and highway safety projects.
You will be responsible for monitoring site activities, ensuring compliance with health and safety requirements, undertaking inspections, identifying and resolving issues, and verifying completed works. Through effective site supervision and stakeholder engagement, you will help ensure the successful delivery of projects that enhance and improve the local highway network.
Whilst we offer flexible working policies, this role requires a significant on-site presence across Buckinghamshire, supporting the delivery of highway works at various locations throughout the county.
Your role
The Site Supervisor is responsible for overseeing the safe, efficient, and compliant delivery of highway maintenance, improvement, and infrastructure projects across the local authority network. The role ensures that works are completed in accordance with NEC contract requirements, programme, specifications, quality standards, and statutory obligations while minimizing disruption to highway users and stakeholders.
The successful candidate will act as a key site-based representative, liaising with contractors, subcontractors, utility companies, residents, elected members, and client representatives.
Typical projects include:
- Carriageway resurfacing
- Footway reconstruction
- Drainage improvements
- Active travel schemes
- Highway structures maintenance
- Public realm improvements
- Highway safety improvement projects
Responsibilities include:
- Supervise daily highway construction and maintenance activities on-site.
- Monitor contractor performance against programme, quality, and safety requirements.
- Ensure works are delivered in accordance with approved designs, specifications, permits, and method statements.
- Undertake regular site inspections and audits.
- Identify and address construction issues, risks, and non-conformances.
- Verify completed works and support handover processes. E.g. Carry out final measure and remeasure activities, compile H&S Files, as built records, and completion certificates.
- Support Project Managers in administering NEC4 Engineering and Construction Contracts.
- Monitor contractor compliance with NEC contractual obligations.
- Assist in identifying Compensation Events and Early Warning matters.
- Review progress against Accepted Programme requirements.
- Support assessment of contractor performance and KPI reporting.
- Promote a proactive health, safety, and wellbeing culture.
- Monitor environmental compliance and sustainability requirements.
- Liaise with residents, businesses, parish councils, elected members, and utility providers.
- Respond to site-related enquiries and complaints professionally.
- Coordinate activities with internal highway teams and external contractors.
- Attend project and progress meetings.
- Maintain site records, diaries, photographs, and inspection reports.
- Verify testing and quality documentation.
- Monitor site activities against activity schedules, project milestones, and planned resources.
- Assist with measurement and verification of completed works.
- Identify potential cost risks and efficiencies.
- Support the validation of contractor applications and records.

About you
- Experience supervising highways maintenance, improvement, or civil engineering projects.
- Good understanding of or qualification in NEC4 contracts.
- Knowledge of local authority highway operations and standards.
- Understanding of CDM Regulations and health and safety legislation.
- Experience managing contractors and subcontractors on live highway networks.
- Ability to interpret engineering drawings, specifications, and programmes.
- Strong communication and stakeholder management skills.
- Competent user of Microsoft Office applications.
- HNC/HND in Civil Engineering or equivalent experience.
- CSCS Card.
- NRSWA Supervisor Accreditation.
- Full UK Driving Licence.
- Familiarity with CEMAR contract management software.

Security clearance
This role may require security clearance, and offers of employment will be dependent on obtaining the relevant level of clearance. If this is necessary, it will be discussed with you at interview.
