In this role you will support the Building Safety Manager (Fire Doors) implement and manage the approach to Fire Safety, including the identification of building safety risk from fire doors, assessment and support decisions on key controls and risk mitigation and providing assurance buildings are safe for customers, including the procurement, implementation and quality assurance of an effective and risk-based program of Building safety inspections, fire risk assessments, intrusive surveys and managing day to day activities which impact on safety of our shared spaces and customer homes.


About You

We are looking for someone with:

  • Experience of successfully undertaking the role of (Competent Person) supporting the management of Fire Safety and delivering effective services to large and diverse portfolio of mix tenure properties within the Housing or Health and Safety sector.
  • Diploma in Contract Management or above, Certified in Applied Fire Risk Assessment (previously FRA and Fire Safety Management) or equivalent with ability to meet the proposed Accountable person role competence requirements under the Building Safety Act.
  • In depth knowledge of Fire & Building / Structural Safety within Social Housing, including government and industry guidance, British standards, building regulations and the requirements of Fire Safety Order 2005 (RRO), Fire Safety Bill 2020 and proposed Building Safety Act and impacts for housing sector.
  • Experience managing in-house inspection teams and external suppliers providing risk-based program of Safety inspection (i.e. fire risk assessments).
  • Clear understanding of risk management, property management and property related compliance requirements.
  • Experience of developing and quality assuring planned and responsive programmes of work.
  • Experience of procuring, commissioning and project managing related programmes of works and meeting the obligation of CDM 2015 regulations.

Job Purpose

Support the Building Safety Manager (Fire Doors) implement and manage the approach to Fire Safety, including the identification of building safety risk from fire doors, assessment and support decisions on key controls and risk mitigation and providing assurance buildings are safe for customers, including the procurement, implementation and quality assurance of an effective and risk-based program of Building safety inspections, fire risk assessments, intrusive surveys and managing day to day activities which impact on safety of our shared spaces and customer homes.


Role Requires You To

  • Manage the outcome of Fire Safety inspections (fire doors), repairs and risk mitigation activity on behalf of the Group, ensuring adherence to regulatory, statutory and compliance frameworks, reviewing risk assessments and outcomes and ensuring appropriate risk reduction activity and control measures are implemented, providing guidance and expertise on how to address and prevent future recurrences.
  • Implement our strategic approach to fire doors safety and building safety management and develop and implement supporting fire safety policy, operational management plans and procedures and fire door standards.
  • Support developing specification of works for capital projects; preparation of and delivery of capital works projects from initiation to completion, manage the any repairs, remediation and replacement of communal and flat entrance fire doors resulting from fire door inspections, fire risk inspections, property and building safety inspections.
  • Procure and manage our Fire door repairs and replacements following inspections from Building Safety inspections, fire risk assessments and fire door inspections.
  • Undertake fire door quality inspections and commission independent inspections through fire risk assessment team.
  • Support the Responsible Person take appropriate steps and actions to mitigate and manage those risks in relation to fire doors on an ongoing basis so the building can be safely occupied.
  • Support preparation of budget bids to support service delivery (revenue and capital); regularly reviewing management accounts, reforecasting budgets where required and providing supporting commentary for internal reporting.
  • Support the development of and maintain fire door register for all buildings, initially for 11m+ and 2 year plan to introduce across stock portfolio.
  • Commission and monitor internal departments, external suppliers and in-house delivery vehicle to introduce control measures, undertake remedial actions and complete safety critical work. Providing guidance, support and ensure competence of all appointments and materials utilised.
  • Develop key relationships with our Regulators, enforcement authorities and primary authority partnership, mitigating and monitoring enforcement actions, dealing with safety concerns and managing all communication. Leading approach to any improvement and enforcement actions relating to fire & structural safety and completing actions to mitigate any action against the organization.
  • Work with colleagues and stakeholders across the business to ensure building are appropriate managed and tasks and works undertaken within building do not compromise the safety of customers.
  • Support the delivery of and compliance with the TORT process, including tenancy enforcement and embed the sterile and managed communal areas safety standards and procedures across all shared spaces.
  • Motivate, engage and manage your team to ensure the delivery of a high quality service, developing and implementing operational objectives including key performance indicators, to underpin the Compliance Strategy and Framework and the Group’s overall strategic objectives.
  • Investigate incidents accidents and complaints, working with appropriate internal and external stakeholders to ensure investigations are brought to an effective and timely conclusion, including the production of specific action plans to address the original issue and avoid future recurrences.
  • Manage internal and external stakeholders effectively, including management colleagues and third-party suppliers, providing advice, support and training, influencing, negotiating and building constructive working relationships to effectively deliver the Group’s Compliance Strategy.
  • Undertake quality assurance checks on site r.e. delivery of surveys and associated works.
  • Implement effective processes in partnership with the Building Safety Team, to improve fire safety through the Building Safety inspection regimes.
  • Provide guidance and support to the Building Safety Team to enable Riverside to meet the regulatory requirements for Building Safety.
  • Review relevant budgets, ensuring Fire Safety expenditure is robustly managed in line with the Group’s financial controls.
  • Manage the performance and development of your team providing expertise, coaching and other developmental support as required, ensuring a quality service is provided and under performance is dealt with appropriately.
