Job Title: Social Media Manager

Hours of Work: Full-time (35 hours per week)
Working Pattern: Monday - Friday
Contract: Permanent
Grade: SC4
Target Salary: £53,303 Per annum + £6,799 annual car allowance
Location: Peterborough (Hybrid)

About the Role

This is an exciting opportunity for a strategic and influential social media professional to lead and shape CITB's social media presence, driving engagement, reputation and impact across multiple brands and audiences.

The Social Media Manager is accountable for the development and delivery of CITB's social media strategy across all owned channels, ensuring social media plays a central role in supporting organisational priorities, influencing audience perception and strengthening CITB's relationship with industry stakeholders.

Operating across multiple brands, including CITB, Go Construct and SkillBuild, the role requires a confident and resilient leader who can balance competing priorities, challenge constructively and provide expert advice to senior stakeholders. As the organisation's subject matter expert for social media, you will lead the evolution of our social channels, identifying emerging opportunities, driving innovation and ensuring social media is fully integrated into wider communications, marketing and engagement strategies.

The role holder manages both organic and paid social activity, ensuring content is audience-led, insight-driven and aligned to organisational objectives. Working closely with colleagues across Marketing and Communications, Content Creation and external partners, you will use data, performance insights and audience intelligence to continuously optimise activity and maximise impact.

RESPONSIBILITIES

What you’ll be doing:

  • Social media strategy and planning: Develop and maintain CITB's social media strategy, covering all owned channels and audience segments (employers, training providers, careers audiences and industry stakeholders). Maintain a rolling social media content calendar aligned to the directorate's campaign planning calendar and organisational communications priorities. Ensure social media activity supports the trust-rebuilding programme by maintaining a consistent, credible and responsive organisational voice across all platforms.
  • Content creation and channel management: Create, schedule and publish social media content across all CITB-owned channels. Produce or commission short-form written, visual and video content appropriate for each platform and audience. Maintain consistent brand voice and visual identity in line with Government brand guidelines and CITB's content standards. Apply GCS SAFER framework standards to all social media activity to ensure digital brand safety.
  • Paid social coordination: Plan and manage paid social media activity. Brief paid social requirements to agencies or manage in-house where appropriate. Monitor paid social performance and provide optimisation recommendations. Ensure paid social spend is tracked and reported accurately to the Marketing Operations and Planning Manager.
  • Community management and monitoring: Oversee and manage the monitoring of CITB's social media channels for audience engagement, comments and emerging issues. Manage community responses in line with CITB's community management and social media response guidelines. Identify and escalate reputational risks or emerging issues to the relevant Marketing Communications Business Partner. Oversee the maintenance of the social media issues log.
  • Influencer and ambassador coordination: Manage influencer and ambassador social media activity related to CITB, Go Construct and SkillBuild. Manage relationships with social media influencers and brand ambassadors in line with GCS influencer marketing guidance, ensuring appropriate disclosure and brand alignment.
  • Analytics and reporting: Monitor and analyse social media performance across all channels using platform analytics and third-party tools. Produce regular performance reports and contribute social media data to the directorate's evaluation framework. Make evidence-based recommendations for strategy and content optimisation.

Decision making and business impact:

This role has significant influence over how CITB, Go Construct and SkillBuild are perceived across digital channels and plays a key role in protecting and enhancing organisational reputation.

The Social Media Manager is responsible for strategic and operational decision-making relating to social media activity, audience engagement, content direction and channel performance. The role holder will be expected to confidently challenge, influence and advise stakeholders at all levels, ensuring social media activity remains aligned to organisational priorities and audience needs.

The role requires resilience, sound judgement and the ability to make informed decisions in a fast-paced environment, often managing competing priorities, reputational risks and emerging issues. The impact of this role extends beyond social media performance, contributing directly to CITB's wider engagement, communications and trust-building objectives.

What we’re looking for:

Essential

  • Proven experience of managing organisational social media channels across multiple platforms, including both organic and paid activity
  • Strong understanding of social media platform algorithms, audience behaviour and content best practice across LinkedIn, X, Instagram, Facebook TikTok and YouTube
  • Experience of community management and social media issues monitoring
  • Ability to produce engaging short-form content for digital audiences
  • Experience of using social media analytics tools and producing performance reports
  • Knowledge of digital brand safety principles and responsible social media management
  • Strong organisational skills with ability to manage a high-volume content calendar
  • Experience of social listening and reporting

Desirable

  • Experience of working within a public sector, Arm’s Length Body, or regulated industry social media function
  • Knowledge of GCS SAFER framework or equivalent digital brand safety standards
  • Experience of influencer marketing and ambassador programme coordination
  • Familiarity with paid social media planning and buying processes
  • Video production or editing skills

  • Peterborough (Hybrid) CITB is currently operating a hybrid approach to working
  • On-call arrangement may be required for social media monitoring during significant organisational events, crises, or high-profile campaigns
