Job Description
This is an exciting and challenging role for those looking to deliver and inform technological change against a background of organisational transformation.
Valuation Office Customer Group provides digital services and IT support to the Valuation Office: drawing on HMRC’s digital expertise to ensure our customer (the Valuation Office) gets the right level of service as well as building and supporting specialist unique services.
There are some important attributes that we are looking for in anyone joining Chief Digital Product Office, Valuation Office. You must have a collaborative approach and a passion to communicate effectively. You will take accountability and ownership with the ability to coach, mentor, reflect and ability to give and take feedback. You will be flexible and adaptable, working with a sense of urgency and passionate about having ‘Customer’ at the heart of what you do.
The Valuation Office is currently in the process of a transformation project. This role will involve working with a multi disciplined team to deliver new services within multiple environments and working with wider stakeholders. The work will include coding and completing the process to enable the systems to go live.
As a Developer, you will work within a delivery team; building high-quality, reliable, and maintainable digital services. You will help to further the capability of our technical community by demonstrating best practices and sharing knowledge through community events and academy sessions. You will work within your team under the guidance of your lead or senior developer, often pairing as you employ a test-driven approach to software development, helping your team to meet the needs of our users.
As a member of the Software Developer community, you will be working as part of a DevOps team using Agile best practices. You will work alongside other Developers producing test driven code and advising on software engineering best practices. Collaborating across disciplines within your team, you will help ensure the digital services being delivered help our stakeholders achieve their aims, meet HMRC standards and enable the organisation to achieve its strategic objectives.

Person specification
The candidate will have a proven record of being able work within a multi discipline team, contributing to discussions and seeking to resolve issues as they arise. They will be part of a development team where they be coding to standard and on time, while able to prioritise work on their own, picking up tickets as they are assigned to them.

As a member of the Software Developer community, you will be working as part of a DevOps team using Agile best practices. You will work alongside other Developers producing test driven code and advising on software engineering best practices. Collaborating across disciplines within your team, you will help ensure the digital services being delivered help our stakeholders achieve their aims, meet HMRC standards and enable the organisation to achieve its strategic objectives. There will be some monitoring of the services using platform tool to understand the health and stability of the services.
Role Responsibilities
- Scala programming.
- Maintain legacy applications.
- Develop and maintain new applications using the team’s chosen technologies and tools.
- Apply agreed best practice and internal coding standards.
- Write Unit Tests.
- Peer-review code and ensure software is source controlled.
- Trouble-shoot software and work with Live Services to resolve issues.
- Create documentation.
- Assist colleagues with your technical expertise.
- Communicate with customers and colleagues to ensure solutions are well understood and optimally coded to deliver on business requirements.
Essential Criteria
- Working alongside other developers and professions to realise working software.
- Using Scala to build frontend (HTML/CSS/JS) and backend microservices.
- Continuous integration (unit testing, TDD, Jenkins, Git).
- Experience of MVC frameworks (Spring, Play, etc).
- Working in an agile software development role focussing on user-centred design.
- Problem solving and delivering a range of possible solutions, including through technical work and process improvement.
- Operating a live service, using observability tooling such as Kibana, Grafana and Google Tag Manager.
- Experience in using Atlassian Suite (Jira, Confluence, Bitbucket, Bamboo) or equivalent tools.

Desirable Criteria
- Working within a GDS style delivery assurance framework and with a design system such as the GOV.UK Design System.
Salary and Benefits
- Alongside your salary of £37,682, HM Revenue and Customs contributes £10,916 towards you being a member of the Civil Service Defined Benefit Pension scheme. Find out what benefits a Civil Service Pension provides.
