The Solution Lead is a key bid team role responsible for the end-to-end solution development for outsourced service opportunities in the UK public sector, in our key existing markets - Behaviour Change and Customer Experience.
Working closely with the Bid Director/Business Development Manager and Commercial Lead to pursue opportunities - driving market/user research, defining service blueprints and developing solutions that differentiate us from the competition and positively impact citizens. Management of solution work streams, including operations, technology, clinical, infosec, people, estates, partnerships and implementation.
Accountabilities
Customer
- Builds an understanding of the market and bid opportunity to develop a tailored solution
- Understands the industry and gains an appreciation of the business drivers, constraints, and opportunities in that vertical market
- Is proactive with the customer engagement to manage stakeholders, test understanding, refine requirements and develop workable solutions
- Fully understands the client business, functional and non-functional requirements
- Design and develop high-quality, tailored and costed delivery solutions in collaboration with subject matter experts and operations colleagues to achieve the service users’ needs and the customer’s objectives
- Understand what represents the very best from a service provider in the given sector.
Operational Excellence
- Leads and manages a matrix solution team to develop an end-to-end solution which is in line with the agreed strategy; meets the customers business objectives and achieves the required affordability target
- Develops the high-level design for the service and ensures effective communication to stakeholders
- Supports dialogue, co-design and scoping with potential partners and/or suppliers
- Understands what the programme will deliver from a business and benefits perspective and to redevelop areas where this is not congruent with the evolving solution
- Designs solutions which offer lean and effective processes
- Work closely with technical leads to ensure AI and technology is at the heart of our solutions and drives genuine business benefit
- Ensure a full understanding of the pricing approach and pricing levers, working with the finance and commercial leads
- Re-utilise existing Maximus capabilities wherever possible
- Lead solution assurance and support governance prior to submission to the customer
- Create bid narrative and act as final editor alongside Bid Director/Business Development Mgr on all written material that forms part of the solution response
- Identify and mitigate risks associated with the solution
- Support an effective handover to the transition team to implement the solution.
- Support a lessons learned exercise on solution development on each opportunity

- Manages the customer’s expectations and understands where Maximus can deliver their requirements using standard offerings where possible. Where a standard offering is not appropriate, oversee the design of bespoke solution elements to meet client requirements
- Stakeholder management within bid teams and wider Maximus, aligned to the Solution development
- Promote co-operation and facilitate co-ordination of all solution workstreams within the bid to achieve a successful integrated solution which is underwritten and understood by all stakeholders

Qualifications & Experience
Essential & Desirable
- Demonstrable service design experience – capturing existing customer journeys and leading the reimagination of future customer journeys via facilitated workshops
- Experience identifying how technology can improve customer experience and increase value for money and the documentation of functional technology requirements
- Prior experience of Public Sector bidding within Employability, Health, Justice or Contact Centre environments
- Proven ability working with key bid team and wider solution workstream stakeholders

Travel Requirements
- Remote but expected to travel for team meetings, customer meetings and external events
