Program Manager, City & Customer Launches (Europe)
HireArt is helping an on-demand, autonomous ride-hailing company find a Program Manager, City & Customer Launches (Europe) to support the coordination and execution of city launches and customer milestone programs across Europe.
About the Role
In this role, you'll own the trackers, operating cadences, documentation, and follow-through that keep complex cross-functional programs organized and moving forward. You'll enable technical program managers to focus on the most complex challenges while ensuring status updates, action items, risks, and readiness gaps are effectively tracked and addressed. You'll also serve as an on-the-ground representative in Europe, supporting discussions and next steps related to vehicle homologation and bringing vehicles into the region for mapping and mileage accumulation.
Responsibilities
As a Program Manager, City & Customer Launches (Europe), you'll:
- Own program documentation and playbooks, maintaining master and readiness trackers across active city launches and customer milestone programs to ensure status, owners, and dates remain current.
- Manage the logistics and follow-through for recurring working groups and cross-functional status meetings, including agendas, notes, action items, and close-out.
- Drive open action items and risks to resolution across Engineering, Operations, Policy, and Legal, proactively escalating issues before they become blockers.
- Build and maintain status decks, dashboards, and other reporting materials that provide teams and leadership with clear visibility into overall program health.
- Support new city activations and customer-facing capability rollouts through day-to-day cross-functional coordination, including European homologation, mapping, and mileage accumulation activities.
- Travel throughout Europe and to the U.S. as needed to support city launches, vehicle activities, customer milestones, and other program needs.

Role specifics and target candidate profile
Ideal candidate profile
- Bonus Qualifications: Experience in ride-hail, mobility, autonomous vehicles, automotive OEM or another regulated or operational launch environment. Experience with cross-functional governance reporting (design review, quality gates, etc). Experience supporting new market or new city launch programs. Familiarity with Jira Structure boards or Confluence for cross-program tracking.
Daily tasks
The Program Management Office (PMO) at Client drives the technical and operational execution behind every new market client enters and every customer-facing capability we launch. Customer Milestones covers the external rider experience from market entry onward (airports, event venues, payments, PUDOs, Rider Lounge, Fleet Allocation); City Scaling covers new markets and growth in existing ones (New City Activation, Geofence Council, enablement). We're looking for a Program Manager to keep this work organized and moving. You'll own the trackers, cadences, and follow-through that let the team's technical program managers focus on the hardest problems, without status updates, open action items, or readiness gaps falling through the cracks. Additionally, you will serve as our representative on the ground when discussing the opportunities and next steps for homologation / bringing vehicles for mapping and mileage accumulation in Europe.

Required skills
- Own documentation, including playbooks and maintain the master tracker and readiness trackers across active city launches and customer milestone programs, keeping status, owners, and dates current.
- Run the logistics and follow-through for the team's recurring cadence (Working Group and cross-functional status syncs): agendas, notes, action items, and close-out.
- Chase down open action items and risks across Engineering, Operations, Policy, and Legal, and flag anything slipping before it becomes a blocker.
- Build and maintain reporting materials (status decks, dashboards) that give the team and leadership a clear view of program health.
- Support new city activation and customer-facing capability rollouts with day-to-day coordination across workstreams.
Business driver of role
Qualifications
- 10+ years of program or project management experience, ideally supporting multi-team launches or operational programs.
- Strong organizational skills; comfortable owning trackers, action items, and meeting cadences across multiple concurrent workstreams.
- Excellent written and verbal communication; able to synthesize status clearly for both working teams and leadership.
- Proficient with project tracking tools (Jira, Smartsheet, Google Sheets, or similar).
- Bachelor's degree or equivalent experience.
Work Location and Travel
The worksite location will be within the UK. Travel throughout Europe and to the U.S. will be required as needed.
