Stakeholder Engagement Manager

Location: Remote-based (Wales) with travel across Wales
Contract: Until 02 February 2027 (potential extension subject to requirements)
IR35 Status: Inside IR35
Rate: £257.71 per day (Umbrella)

About the Role

We are seeking an experienced Stakeholder Engagement Manager to support a major environmental remediation and infrastructure programme across Wales.

This is an exciting opportunity for a community-focused engagement professional to lead stakeholder relationships, develop engagement strategies and ensure that the needs of communities, strategic partners, and delivery organisations are effectively understood and embedded throughout the programme lifecycle.

The successful candidate will be responsible for building strong relationships across a diverse stakeholder landscape, including local communities, public sector organisations, regulators, technical specialists, consultants, and contractors.

This role requires someone who can operate confidently within a complex programme environment, manage competing stakeholder interests, and provide strategic engagement support to ensure successful project delivery.

Key Responsibilities

  • Develop and implement effective stakeholder and community engagement strategies.
  • Identify, analyse, and map key stakeholders, tailoring engagement approaches based on influence and requirements.
  • Build and maintain positive relationships with communities, strategic partners, regulators, and external organisations.
  • Act as the key interface between internal teams, consultants, contractors, and delivery partners.
  • Capture stakeholder feedback and ensure insights are incorporated into programme decisions.
  • Maintain accurate stakeholder records, engagement activity logs, and action tracking.
  • Support consultation activities and community engagement initiatives.
  • Provide stakeholder insights, reporting, and recommendations to support programme delivery.
  • Coordinate engagement across multiple agencies and specialist teams.
  • Support infrastructure and environmental projects within complex planning and regulatory environments.
  • Represent the programme when working with external consultants and contractors.
  • Identify stakeholder risks and issues, supporting mitigation and resolution activities.
  • Promote knowledge sharing, lessons learned, and continuous improvement.

Essential Skills & Experience

  • Proven experience in stakeholder engagement, community engagement, or public consultation roles.
  • Experience developing and delivering stakeholder engagement plans and strategies.
  • Strong experience managing relationships with communities, public bodies, regulators, and strategic partners.
  • Experience working within infrastructure, environmental, remediation, or major project environments.
  • Experience operating within complex planning and regulatory frameworks.
  • Experience engaging with consultants, contractors, and external delivery partners.
  • Ability to coordinate activity across multiple organisations and stakeholder groups.
  • Excellent communication, influencing, and relationship management skills.
  • Experience managing stakeholder requirements, risks, and issues.

Desirable Experience

  • Experience working on environmental remediation, mining, infrastructure, or regeneration programmes.
  • Experience working with Welsh communities, local authorities, or government organisations.
  • Understanding of infrastructure planning processes, including Section 108 requirements.
  • Experience within multi-agency programmes.
  • Knowledge of governance, benefits management, and business change activities.

Candidate Requirements

  • Must hold a full UK driving licence.
  • Must be based locally in Wales due to regular travel requirements.
  • Willingness to travel to programme sites across Wales (approximately up to 4 times per month, with travel expenses covered).
  • Must be able to obtain BPSS clearance.
