Hays are delighted to be supporting our West Midlands-based Housing Association client in recruiting a Strategic Asset Investment Manager to join their team on a permanent basis. This is an outstanding opportunity for an experienced asset management professional to play a pivotal role in shaping the future of a substantial residential property portfolio. Working within the highly-regulated social housing environment, you will lead the strategic development of long-term investment programmes that ensure homes remain safe, compliant, sustainable and fit for the future.

Your new role

As Strategic Asset Investment Manager you will be responsible for designing, developing and maintaining long-term capital investment programmes, using asset intelligence, stock condition data, compliance information and financial planning assumptions to drive strategic decision-making, as well as managing a small team. You will lead the development of 1-year, 5-year, 10-year and 30-year investment plans, ensuring programmes align with business objectives, regulatory requirements, asset performance and value-for-money principles.

Your key responsibilities will include:

  • Leading strategic asset investment planning and capital programme development.
  • Undertaking asset option appraisals, whole-life costing assessments and Net Present Value (NPV) modelling to support investment decisions.
  • Providing professional advice on asset disposal, regeneration, redevelopment and stock rationalisation opportunities.
  • Managing and developing asset intelligence systems, ensuring data accuracy and supporting informed investment decisions.
  • Producing strategic reports, forecasts and recommendations for senior leadership teams and board-level stakeholders.
  • Supporting compliance with housing and building safety legislation, including Decent Homes Standards, building safety requirements and wider regulatory frameworks.
  • Leading business cases, feasibility studies and procurement activities for capital investment and asset-related projects.
  • Providing oversight of complex disrepair matters, working with legal advisers, surveyors and operational teams to minimise risk and improve resident outcomes.
  • Acting as a trusted technical adviser to senior leaders, contributing to organisational strategy and long-term business planning.

This is a highly visible strategic role offering the opportunity to influence investment decisions, asset performance and future portfolio sustainability at senior leadership level.

What you'll need to succeed

To be successful in this role you will bring significant experience in strategic asset management, capital investment planning or property portfolio management from within the social housing sector.

You will also possess:

  • HND (Level 5) qualification or equivalent in Building Surveying, Asset Management, Construction, Property Management or a related discipline.
  • Strong experience developing and delivering long-term asset investment programmes based on stock condition, compliance and performance data.
  • Proven expertise in asset management systems, data analytics, lifecycle forecasting and investment modelling.
  • Experience undertaking NPV modelling, option appraisals, business case development and value-for-money assessments.
  • Excellent understanding of social housing asset management, compliance obligations, building safety requirements and property legislation.
  • Experience presenting strategic recommendations and investment proposals to senior leaders, boards or committees.
  • Excellent stakeholder management, communication and influencing skills.
  • The ability to translate complex asset data into clear, actionable investment strategies.

A professional membership with RICS, CIOB, CIH or a similar body, alongside qualifications in project management, asset management, sustainability or retrofit programmes, would be advantageous.

This position is a Monday to Friday role, offering hybrid working flexibility.

What you'll get in return

In return you will receive a basic salary of up to £58,000, plus other benefits including:
