The Finance Team in Westminster City Council is a world of extraordinary stories, where we go above and beyond for our residents – in all sorts of pioneering ways. By being smart and courageous with the council’s finances we can achieve more for our residents and wider society, especially when working closely with other council departments.
Our approach to responsible procurement and the way we work collaboratively with our suppliers can bring significant benefits, including huge reductions in environmental impact.
Take the award-winning King Street footway scheme. This was the first scheme of its kind in the UK to switch all possible high carbon materials and equipment for zero and low carbon alternatives. This included using electric tools and excavators, low carbon foundations, concrete and paving and zero-emission deliveries to site. The result? A 79% carbon saving compared to traditional techniques.
And why does this success matter? Because King Street has formed a blueprint for future projects. Its success has been translated to five further paving schemes, which have achieved savings of up to 94% operational carbon against comparable sites. A subsequent resurfacing project in Third Avenue achieved another UK first in its use of 85% recycled material on the roadway. These schemes demonstrate that partnership working with our suppliers can help us meet the councils net zero carbon targets.

The Role:
As Strategic Finance Manager you can make your own powerful contribution to the delivery of treasury management in Westminster City Council, the Royal Borough of Kensington and Chelsea and the London Borough of Hammersmith and Fulham. Ensuring that each authority’s cash, borrowing and investment activities are managed correctly, you’ll lead the development, review and implementation of the Councils’ Treasury Management and Annual Investment strategies and policies, ensuring compliance with the relevant codes, guidance and governance.
Providing strategic oversight of cash flow, liquidity, investment and borrowing requirements, you’ll also lead the identification, assessment and management of treasury risks, and oversee investment counterparties and financial institutions.
Monitoring the financial markets, economic developments and changes in legislation, you’ll provide high-quality professional advice to your senior colleagues, ensure robust reporting of treasury activity and performance, and lead the preparation of reports for senior managers, audit committees and other bodies. You’ll also play a key role in supporting the effective governance of the three Local Government Pension Scheme (LGPS) funds, and help with the preparation of committee and local pension board reports, governance policies, regulatory compliance, Member training and the implementation of decisions.

You’ll have a number of additional responsibilities – these include assisting with the implementation of LGPS investment pooling requirements, and ensuring that the decisions of each administering authority are implemented and monitored effectively. Providing professional leadership and developing the capability, resilience and succession planning of the staff you work with, you’ll be committed to building collaborative relationships across the three Councils and with external advisers, financial institutions and professional bodies. And it goes without saying that you’ll be dedicated to driving efficient processes, appropriate use of technology and the highest standards of treasury management and pension fund governance.

About You:
To be a success in this significant role you should have well developed experience of working in a senior finance role with a large and complex organisation, preferably in local government or the wider public sector. Capable of providing high quality financial advice and support to key stakeholders, explaining complex issues clearly and supporting effective decision making, you’ll also possess a deep understanding of financial planning, financial management and corporate finance, and the challenges and opportunities that face large organisations such as ours.
With the ability to analyse complex information and develop effective governance, controls, policies and procedures, your superb interpersonal skills will allow you to build positive relationships with a diverse range of colleagues and stakeholders, and deliver complex projects and programmes to demanding deadlines. It’s important that you possess strong knowledge of the local authority treasury framework, and in addition to the ability to analyse complex financial information, investment proposals, market data and risk exposures, you should also have excellent strategic judgement and risk management skills.
Your highly developed writing talents will see you producing authoritative strategies, policies, committee reports and briefings, while your confident presentation and influencing skills will allow you to advise senior officers and elected Members and, if appropriate, challenge external advisers and financial institutions. An inspirational leader and manager with strong organisational, project and change management skills, and the ability to manage competing priorities, respond effectively to changing legislation and financial markets and drive improvements to the way we work, you should also hold a CCAB/CFA/IMC or an equivalent professional qualification.
