Strategic Investment & Asset Intelligence Lead

Goodman Masson are delighted to be partnering with Local Space to recruit a Strategic Investment & Asset Intelligence Lead.
This is an exciting opportunity to join a forward-thinking housing association at a pivotal stage in the development of its Strategic Assets function. Reporting directly to the Director of Assets & New Business, you’ll have the opportunity to shape long-term investment decisions, improve asset intelligence and influence the future of a diverse housing portfolio.

The Opportunity
As Strategic Investment & Asset Intelligence Lead, you’ll be the organisation’s senior subject matter expert for strategic asset data, investment modelling and asset intelligence.
You’ll lead the development of robust stock condition and lifecycle data, translate complex analysis into practical investment programmes, and provide the insight needed to support business planning, regulatory assurance and long-term financial sustainability.
Working closely with Asset Delivery, Building Safety & Compliance, Finance and Customer teams, you’ll play a key role in ensuring investment decisions are evidence-led, affordable, defensible and focused on resident outcomes.
Key Responsibilities
- Lead the development and continuous improvement of the Asset Management Strategy and supporting strategic asset plans.
- Own the asset data improvement roadmap, setting standards for data quality, validation, confidence levels and governance.
- Lead the design, procurement and quality assurance of Stock Condition Survey programmes.
- Act as the strategic client lead for the Asset Management System (AMS), driving system development and effective use.
- Develop lifecycle models and maintain reliable 5-year and 30-year investment projections.
- Translate asset intelligence into prioritised capital, planned, cyclical and major works programmes.
- Undertake scenario modelling, sensitivity analysis and whole-life cost assessments to support investment decisions.
- Provide strategic input into annual budgets, long-term financial forecasting and business-plan updates.
- Prepare high-quality reports, dashboards and assurance narratives for senior leadership, governance groups and the Board.
- Support Decent Homes analysis, regulatory reporting and audit readiness.
- Align investment planning with statutory compliance, retrofit and decarbonisation objectives.
- Support external funding opportunities through robust stock analysis and cost modelling.
- Provide professional challenge where asset evidence indicates risk, poor value, non-compliance or adverse resident outcomes.
- Lead relationships with external consultants, surveyors, data providers and system suppliers.
- Provide professional leadership, coaching and technical guidance to colleagues contributing to asset intelligence and investment planning.

About You
We’re keen to speak with candidates who have strategic asset management experience within social housing, local authority or a comparable residential property environment.
You’ll ideally have:
- Significant experience in Strategic Asset Management, Investment Planning or Property Strategy.
- Strong knowledge of stock condition surveys, asset data management and data governance.
- Experience developing 5-year and 30-year investment programmes.
- Excellent understanding of lifecycle modelling, investment prioritisation and long-term asset planning.
- Good knowledge of Decent Homes, Consumer Standards and the social housing regulatory framework.
- Experience using Asset Management Systems (AMS) and analysing complex asset datasets.
- Strong analytical skills with the ability to translate data into clear, practical investment strategies.
- Experience producing reports and presenting findings to senior stakeholders, governance groups or Boards.
- Strong commercial awareness, including whole-life costing, budget forecasting and value for money.
- Experience working with Finance, Compliance, Repairs, Planned Works and Sustainability teams.
- Excellent communication, stakeholder management and professional challenge skills.
- A relevant qualification in Asset Management, Building Surveying, Housing, Construction, Data Analytics or a related discipline.
