Strategic Manager - Integrated Transport

We are currently seeking a Strategic Manager - Integrated Transport to join our Engineering and Transport team within the Environment and Regeneration Directorate.

This is a key senior leadership role with strategic responsibility for the Council’s integrated transport functions, including Transport Strategy, Road Safety, Fleet Services, and Passenger Transport, including Home to School provision. You will lead the development and delivery of high-quality, citizen-focused services, ensuring that corporate, regional, and national priorities are translated into clear service and financial plans.

You will provide visible, collaborative, and compassionate leadership to Accountable Managers and multidisciplinary teams. You will work closely with Elected Members, Welsh Government, Transport for Wales, regional transport partners, operators, and neighbouring local authorities to shape policy, influence investment, and secure positive outcomes for Neath Port Talbot.

Responsibilities

Your main responsibilities will include:

  • Providing strategic leadership across integrated transport services and developing an integrated transport vision aligned to corporate, regional, and national priorities.
  • Leading service planning, performance management, continuous improvement, and the delivery of sustainable, accessible, and citizen-focused transport services.
  • Translating emerging transport strategies and corporate objectives into robust annual service and financial plans.
  • Overseeing significant revenue budgets, grant funding, high-value transport contracts, and regional programmes, ensuring sound governance, value for money, and financial sustainability.
  • Leading the commissioning, procurement, and performance management of transport contracts and frameworks, including passenger transport, supported bus services, taxis, and vehicle purchasing.
  • Providing clear professional advice, reports, and briefings to the Head of Service, Portfolio Holders, Cabinet, and Council committees on complex or politically sensitive transport matters.
  • Building effective partnerships with internal services, trade unions, transport operators, regulatory bodies, and regional and national stakeholders.
  • Ensuring statutory, regulatory, safeguarding, health and safety, operator licensing, business continuity, and audit requirements are met across integrated transport functions.
  • Championing innovation, digital development, and data-led decision-making to improve service efficiency, assurance, and customer experience.
  • Supporting the Council’s emergency preparedness through participation in the Strategic Manager on-call rota, training, preparatory exercises, and incident response as required.

About You

Do you have:

  • A proven track record of achievement in the management and delivery of services at Local Government Accountable Manager level or equivalent, including responsibility for people and financial resources?
  • Senior-level experience of leading integrated transport functions within a local authority or equivalent public sector environment, including passenger transport and fleet commissioning and delivery, transport planning or strategy, and road safety programmes?
  • Demonstrable experience of commissioning, procuring, and managing high-value transport contracts and frameworks, with robust contract performance management and compliance with public procurement requirements?
  • Experience of shaping and delivering transport strategies, policies, service plans, and business cases that respond to Welsh Government priorities and regional transport arrangements?
  • A strong understanding of passenger transport statutory duties, supported and local bus services, transport commissioning, safeguarding, fleet requirements, and operator license compliance?
  • The ability to lead complex service change, manage risk and assurance, and use data and performance intelligence to improve services?
  • Highly developed communication, negotiation, and influencing skills, with the political awareness to advise Elected Members and manage sensitive or high-profile issues?
  • A collaborative and compassionate leadership style, with the ability to motivate, develop, and empower multidisciplinary management teams.

You must hold a degree-level qualification or equivalent, or have a proven and successful track record in a senior management position equivalent to NPT Accountable Manager level. A relevant professional and/or management qualification, membership of a relevant professional body, and a commitment to continuous professional development are also essential.

The role requires flexibility to attend on-site meetings, travel across and outside the county borough, and participate in the Council’s Strategic Manager on-call rota.
