Job Title: Strategic Project Manager (Structural & Civil)
Location: HM Naval Base, Portsmouth (HMNBP)
Service Area: Strategy, Asset Management
Hours of Work: 37 hours per week
Contract Type: Permanent
Salary: £60,000
As a Strategic Projects Manager, you will play a key role in shaping the future of Portsmouth Naval Base by delivering a diverse portfolio of strategic projects that inform long-term asset management plans and investment programmes.
This is an exciting opportunity for a proactive and confident Structural Engineering professional who enjoys solving complex challenges, working with a wide range of stakeholders and contributing to the future development of a unique and nationally important site.
What you will be doing:
- Lead strategic projects from inception through to completion, including feasibility studies, surveys, user requirement documents and RIBA Stages 0-2 design activities.
- Work closely with MOD stakeholders, asset owners and wider project teams to understand requirements, develop project briefs and define scopes of work.
- Manage the full tender process, from preparing tender documentation and appointing suppliers to overseeing contract delivery and successful project completion.
- Review and prepare project requirement forms that support programme planning, prioritisation and allocation of funding.
- Track project performance, manage budgets and schedules, and provide clear reporting on progress, risks and outcomes.
- Develop future programme recommendations and cost estimates based on project findings, helping to shape annual and long-term works programmes.
- Build strong relationships through regular face-to-face engagement with clients, stakeholders and project partners.
- Collaborate with a small, experienced team, sharing expertise and supporting colleagues to achieve successful project outcomes.
- Take ownership of a varied workload, spanning everything from fire strategy reviews and infrastructure surveys to early-stage building and engineering designs.
- Occasionally undertake projects outside of trained structures and civils profession.
What you will bring:
- Experience in project and programme management within the construction, engineering or infrastructure sectors.
- A sound understanding of civil and structural engineering principles, with an appreciation of wider construction disciplines.
- The ability to develop clear project briefs, scopes of work and tender documentation.
- Experience managing tender processes, evaluating submissions and supporting supplier appointments.
- Strong commercial awareness, including budget management, cost control and whole-life cost considerations.
- The ability to review and challenge technical proposals and project outputs, balancing innovation, cost, programme requirements and asset longevity.
- Confidence analysing complex reports and technical information to provide clear recommendations that support client decisions and future investment programmes.
- Excellent stakeholder management and communication skills, with the ability to build effective relationships across clients, consultants, contractors and internal teams.
- Experience coordinating and managing multidisciplinary technical teams to deliver successful project outcomes.
- The ability to translate complex compliance and engineering requirements into practical, deliverable solutions.
- A proactive mindset, strong sense of accountability and a commitment to continuous improvement.
- Excellent organisational skills, with the ability to manage competing priorities and work independently when required.
- Willingness to diversify technical experience in a flexible approach.

About you:
- Degree Qualified in Civil and structural Engineering/ Management discipline.
- CEng (or working towards) Membership of relevant professional body (e.g., IStructE, IMechE) is desirable.
- NEBOSH/IOSH or equivalent H&S qualification (e.g., NEBOSH, IOSH, SMSTS or CSCS or equivalent is preferred.
- Familiarity with multiple mechanical systems, including:
- Saltwater systems including penstocks, dock pumps, and lock gates.
- Building systems including HVAC, gas, steam, fresh water, sewage, Combined Heat and Power Plants, Low Temperature Hot Water.
- Workshop systems including Local Exhaust Ventilation (LEV), workshop machinery, plant and lifting machinery, High / Low Pressure Air systems.
- Experience and good knowledge of the full engineering lifecycle from inception to in-service.
- Knowledgeable of building regulations and British standards and relevant regulations.
- Knowledgeable of all engineering, procurement, and construction aspects of delivering major projects.
- Ability to work directly with the client without direct management supervision and instruction.
