Strategic Sourcing Manager

Contract Length: 6 Months – later to extend
Location: Milton Keynes, UK
Working Model: 60% office attendance required (Thursday mandatory in Milton Keynes, other two office days can be in London, Birmingham, or another office)
IR35: Inside IR35
Pay Rate: £550-600/day Umbrella

Job Description

  • Manage, develop, and maintain strategies and create and implement agreed sourcing plans.
  • Combine market-specific data analysis with big picture considerations to advise on future market changes.
  • Identify the type of supplies or services that are required and identify potentially suitable suppliers and market.
  • Understand demand by forecasting and planning requirements with internal stakeholders and suppliers.
  • Develop options for a business case, including articulating associated benefits and producing supporting arguments for the preferred option.
  • Advise and provide professional guidance throughout the sourcing process, considering and evaluating a range of sourcing models.
  • Provide a procurement service to the department which delivers demonstrable value for money, and compliant goods and services contracts as part of a team of procurement professionals.
  • Understand and be accountable for sourcing compliance and frameworks.
  • Select appropriate project or programme management to underpin business requirements.
  • Identify opportunities to develop collaborative partnerships with suppliers.
  • Lead and guide others in negotiation relating to commercial activity.

Additional Role Information

  • Client office presence required on Thursdays.
  • Two additional office days can be worked from another local Client office.
  • Public sector experience essential.
  • Line management experience essential.

Team Structure

  • 2 Sourcing Managers overseeing a team of circa 20 people.
  • Team split across two direct reporting lines.

Key Responsibilities

  • Managing teams delivering sourcing and tender activities.
  • Overseeing and running tender events.
  • Ensuring adherence to timelines and procurement processes.
  • Managing end-to-end tender activity.
  • Handling ad hoc tasks from a management perspective.
  • Supporting reporting and providing updates.
  • Participating in interviews.

Governance & Compliance

  • No delegated financial authority, but responsible for assurance.
  • Writing procurement regulations and reports.
  • Reviewing and checking documentation for accuracy and compliance.
  • Providing assurance across procurement processes.

Stakeholder Interaction

  • Guiding the team on policy and procedure.

Key Requirements

  • Strong public sector procurement experience (essential to guide policy/procedure).
  • Ability to hit the ground running.
  • Experience operating alongside another Sourcing Manager.
  • Understanding of governance, assurance, and compliance frameworks.

Technical / Domain Requirements

  • PA23 training required.
  • Experience running tenders within this framework (desirable).
  • Focus more on category strategy and governance than hands-on sourcing execution.

Role Focus

  • Strategic category and procurement oversight.
  • Ensuring all documentation, assurances, and artefacts are compliant and accurate.
  • Strong governance-led role rather than supplier engagement.

Job Purpose

The Strategic Sourcing Manager is responsible for delivering sourcing strategies for complex, medium to high-value procurements. This role operates in close collaboration with Strategic Category Managers, Supplier Managers, and senior stakeholders to optimise value, manage risk, and ensure compliance within a regulated procurement environment.

Key Responsibilities

  • Lead sourcing delivery for high-value and business-critical procurement projects (typically £300m–£500m annual spend influence).
  • Develop and implement end-to-end sourcing strategies aligned to integrated category plans.
  • Act as the lead negotiator, securing commercial benefits and cost savings, ensuring validation and alignment with finance objectives.
  • Collaborate with stakeholders at senior level (Head of/Director level) to shape sourcing pipelines and ensure strategic alignment.
  • Challenge business demand and drive aggregation opportunities to maximise value and efficiency.
  • Ensure sourcing activities meet all regulatory, legislative, and governance requirements (e.g. OJEU/public procurement compliance).
  • Provide expert sourcing advice, introducing innovation and best practice to deliver competitive advantage.
  • Conduct market analysis and supplier benchmarking to optimise Total Cost of Ownership (TCO).
  • Build and maintain effective stakeholder relationships to support transition from sourcing into supplier management.
  • Lead, mentor, and develop a team of sourcing professionals, fostering capability growth and high performance.

  • Degree educated (or equivalent experience).
  • MCIPS qualified or equivalent professional accreditation.
  • Significant sourcing/procurement experience within complex environments (ideally infrastructure or engineering).
  • Proven track record of delivering measurable cost savings and commercial benefits.

  • Advanced negotiation and dispute resolution skills.
