The Strategy Delivery Manager plays a critical role in the delivery of the Strategic Spatial Energy Plan (SSEP), leading high-profile programme activity and ensuring effective translation of strategy into delivery.
Reporting directly to the Head of Programme, the postholder will lead the delivery of the SSEP public consultation package, ensuring it is delivered to a high standard, in line with government requirements and programme governance. Alongside this, the role will provide flexible strategic support across the programme, including leading the development of key insights, briefings and communications to senior stakeholders.
This role requires a highly trusted and capable individual who can operate across strategy, policy and delivery, bringing together complex inputs from across NESO and external partners into clear, actionable outputs. The postholder will be expected to work at pace in a complex, high-profile environment, maintaining clarity, relationships, structure and momentum across multiple priorities.
This role can be based in Wokingham, Warwick or Glasgow, and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements.
Key Accountabilities
Draft SSEP consultation and final SSEP leadership and delivery
- Leading the end-to-end planning and delivery of the draft SSEP consultation with associated environmental reports and data and digital requirements, ensuring alignment with programme objectives, governance and timelines.
- Acting as the central point of coordination across draft SSEP consultation workstreams, bringing together inputs from policy, modelling, engagement, SEP publications and corporate affairs.
- Establishing and drive effective governance, reporting and decision-making routes for consultation delivery.
- Ensuring consultation products are high quality, coherent and aligned with NESO and government expectations.
- Managing risks, dependencies and delivery challenges, escalating appropriately and maintaining pace and control.
- Working closely with engagement, communications and external partners to ensure an integrated and credible consultation approach.

Strategic insight and briefing
- Leading the development of clear, evidence-based strategic insights to support programme decision-making.
- Producing high-quality briefings, papers and communications for senior stakeholders, including SSEP leadership, NESO executives and governments.
- Translating complex analysis and stakeholder input into concise and actionable narratives.
- Supporting the programme in responding to emerging issues, providing rapid analysis and structured recommendations
- Ensuring consistency and alignment of key messages across SSEP outputs.
About You
- Extensive experience operating in complex, multi-stakeholder environments, delivering through influence and alignment.
- Strong ability to bring structure and clarity to ambiguity and evolving delivery requirements.
- Highly organised, with excellent prioritisation and consistent delivery to tight timelines.
- Sound judgement, with credibility to act as a trusted advisor to senior stakeholders.
- Excellent written and verbal communication skills, able to translate complexity into clear, actionable messaging.
- Proven experience leading or coordinating large, complex delivery programmes.
- Strong cross-disciplinary coordination, aligning diverse inputs into coherent outputs.
- Comfortable operating across strategy and delivery, linking long-term objectives to implementation.
- Good understanding of the energy sector and policy landscape, or ability to rapidly build domain expertise.
- Strong analytical and critical thinking skills, generating insight from complex information.
- Able to balance big-picture thinking with attention to detail.
What You'll Get
- A competitive salary of £70,000 - £75,000 dependent on experience and capability
- As well as your base salary, you will receive a bonus of up to 15% of your salary for stretch performance, 28 days annual leave as standard, and a competitive contributory pension scheme where we will double match your contribution to a maximum company contribution of 12%.
