The Lifeguard Framework represents one of the most significant building safety remediation programmes in the UK — and Harmony Fire is at the heart of it. We are looking for a Strategy Director to own end-to-end management of all strategy activity across Harmony Fire’s Lifeguard Framework engagement, from initial market engagement through to the point of contract award and handover into Design & Construction.
Reporting directly to the CEO, you will bridge senior client engagement, fire engineering consultancy, and pre-construction delivery — ensuring that every client engagement progresses methodically through Phases 1 to 3 and Stages 1 to 5 of the framework. This is a role that demands the highest levels of commercial acumen, technical credibility, and senior stakeholder management, and the ability to lead a complex, multi-disciplinary programme at pace.
Key Responsibilities
- Own end-to-end strategy management across Harmony Fire’s Lifeguard Framework engagement — from initial market engagement and client identification through to contract award and handover into Design & Construction.
- Ensure every client engagement progresses methodically through Phases 1 to 3 and Stages 1 to 5 of the Lifeguard Framework, with clear accountability, milestones, and governance at each stage.
- Act as Harmony Fire’s senior point of contact for Lifeguard Framework clients — building and maintaining trusted relationships with housing associations, local authorities, and building owners at the highest level.
- Bridge senior client engagement, fire engineering consultancy, and pre-construction delivery — coordinating across internal functions to ensure a seamless, joined-up experience for clients throughout the framework process.
- Lead the commercial strategy for Lifeguard Framework engagements — including fee structures, scope definition, risk allocation, and commercial terms through to contract award.
- Work closely with Harmony’s fire engineering, facade, structural, and pre-construction teams to ensure technical proposals and client deliverables are of the highest standard and fully aligned with framework requirements.
- Develop and maintain a comprehensive pipeline of Lifeguard Framework opportunities, tracking progress, forecasting revenue, and reporting to the executive team.
- Identify and develop new client relationships within the Lifeguard Framework, driving Harmony Fire’s market penetration and positioning as the partner of choice for building safety remediation.
- Lead and coordinate bid and proposal activity for Lifeguard Framework opportunities, ensuring submissions are technically compelling, commercially sound, and delivered on time.
- Represent Harmony Fire externally at client events, industry forums, and framework engagement activities, building the business’s profile and reputation across the building safety sector.
- Monitor developments in the Lifeguard Framework, building safety legislation, and the broader remediation landscape, feeding intelligence back into Harmony’s strategic positioning.
- Report to the CRO on strategy performance, pipeline, commercial outcomes, and market developments, contributing to the wider executive leadership of the business.

Skills, Knowledge & Expertise
- An A-player mindset — high standards, extreme ownership and the drive to do things properly, the first time.
- Proven track record at Director level in a strategy, commercial, or programme leadership role within the building safety, fire safety, housing, or wider construction sector.
- Deep understanding of the Lifeguard Framework and the building safety remediation landscape, including the regulatory framework, client base, and commercial dynamics.
- Strong technical credibility in fire safety, building safety, or a closely related discipline — able to engage authoritatively with fire engineers, facade specialists, and technical consultants.
- Exceptional senior stakeholder management skills — able to build and sustain trusted relationships with housing associations, local authorities, Homes England, and other key framework participants at the highest level.
- Strong commercial acumen — experienced in managing complex, multi-stage commercial programmes from market engagement through to contract award.
- Proven ability to lead and coordinate multi-disciplinary teams across technical, commercial, and delivery functions.
- Excellent written and verbal communication skills — able to represent Harmony Fire credibly and compellingly at the most senior level.
- Experience managing complex bid and proposal processes for major public sector or framework programmes.
- London-based and available full time, with flexibility to travel to client sites and meetings nationally.
