This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of City Hall. Work location is subject to change at the discretion of the City due to operational demands. Effective September 2027, this role will be required to be on site 50% of the time each month.
Position Overview
The Street Lighting Technologist will support the City’s street lighting maintenance and asset management programs, applying innovative and creative problem-solving skills. The Technologist will also support the planning, design, and construction administration of street lighting capital projects.
The Technologist will ensure street lighting maintenance and improvements are efficiently planned, designed, implemented, and managed. Work must comply with municipal standards, Provincial legislation, and industry guidelines, and be delivered cost-effectively and on schedule. The technologist will correspond with the public, council and other stakeholders on lighting related items.
The Technologist will support the street lighting electrical capital construction program by providing technical services in design, engineering, site inspection, construction administration, document preparation, research, and methodology development. The Technologist will also guide and monitor contractors maintaining street, path, and alleyway lighting, with a strong focus on technical excellence, customer service, and public safety.
Responsibilities
- Oversee the planning, design, and management of street lighting capital projects, including streetscape, roadway, path, and alleyway lighting, as well as associated power distribution systems, in compliance with relevant Provincial and municipal standards, legislation, and industry guidelines.
- Direct the methodology, technical approach, design, and execution of capital projects, including the selection of appropriate lighting technologies and integration of energy efficiency objectives.
- Develop budget estimates, project schedules, and cost recovery calculations. Identify and apply relevant rules, regulations, and codes, such as electrical codes, municipal standards, and traffic-related requirements, to all proposed work.
- Conduct site visits to gather asset information, analyze collected data in relation to program requirements, and identify site opportunities, constraints, and required design modifications.
- Evaluate projects through research and consultation with internal and external stakeholders. Develop innovative solutions, assess technical, operational, and financial feasibility, and recommend optimal options, utilize illumination design software and current best practices in roadway and area lighting design.
- Develop conceptual plans and prepare and/or review detailed design and construction drawings, including lighting layouts, photometric plans and analysis, wiring diagrams, and electrical schematics suitable for tendering and construction.
- Design and/or review lighting plans and specifications tailored to specific site conditions, road geometry, traffic volumes, pedestrian activity, and safety requirements.
- Develop, review, comment on, and approve consultant tender and RFP documents for public-area street lighting and commercial or private development site lighting. Ensure all specifications, drawings, scopes of work, technical requirements, and performance criteria comply with industry, municipal, and Provincial standards.
- Conduct regular field inspections during construction and maintenance activities as part of contract administration; analyze and recommend or approve on-site changes; negotiate changes to the quantity and value of the contract; review and approve electrical payment requests; and prepare deficiency documentation.
- Supervise, coordinate, and provide technical direction to contractors and consultants, including oversight of their work quality, adherence to timelines, and financial control and accountability.
- Approve and sign all invoices received from electricity-supply utilities, telecommunications providers, and private contractors (including contracts for new services), ensuring accuracy and compliance with contract terms and budget allocations.
- Liaise with electricity utilities regarding power sources, service connections, metering, billing, and related arrangements; and coordinate with telecom providers regarding joint-use of poles and associated design and safety requirements
- Manage all aspects of the City’s street, path, and other lighting maintenance program, including oversight of the private contractor engaged to perform routine and emergency maintenance work.
- Ensure maintenance activities are delivered efficiently and in accordance with Minimum Maintenance Standards (MMS) under applicable Provincial regulation, municipal policies, and contractor agreements.
- Maintain records of work orders, completed work, outages, repairs, and upgrades using formal asset-management and maintenance-management software, contributing to the City’s broader asset-management and lifecycle-planning activities.
- Assist in asset management including GIS and enterprise asset management systems, condition assessment, and other methods of asset data collection and reporting.
- Measure and analyze lighting levels using specialized software and associated tools; assess compliance with design criteria and safety standards; recommend corrective actions (such as repositioning, upgrading, or converting fixtures); and follow through to project completion.
- Prepare written reports, updates, and presentations for internal management, Council committees, and external stakeholders regarding project status, performance data, and proposed changes.
- Receive, investigate, and respond to inquiries and complaints from the public, elected officials, City departments, outside agencies, other government levels, consultants, contractors, and vendors regarding street lighting performance, outages, and proposed changes, providing factual, clear, and timely responses and follow-up.
- Liaise with film and television production companies to assess temporary lighting requirements, approve temporary installations, and ensure that any work carried out complies with safety regulations and contractual terms.
- Participate in the selection and supervision of co-op students or temporary technical staff working in the street lighting section, providing on-the-job training and mentoring.
- Work in accordance with applicable health and safety legislation, including the Occupational Health and Safety Act, and all corporate and departmental policies and procedures related to occupational health and safety.
- Provide day-to-day technical support and, as required, coverage for the Street Lighting Supervisor, assisting with prioritization of work, operational decision-making, and coordination of emergent or time-sensitive requirements.
- Perform other duties as assigned that are directly related to the major responsibilities of the position, including participation in City-wide initiatives, technology trials, and asset-management planning.

Requirements
Proven knowledge of Electrical Street Lighting systems normally acquired by obtaining a Diploma from a three-year Community College in Electrical/Power Technology or Degree in Electrical Engineering. Member of or eligible for certification with respective professional organizations, i.e. Ontario Association of Certified Engineering Technicians and Technologists (OACETT). Must have considerable diversified professional experience in electrical engineering with a specialization in street lighting preferred. Must have extensive technical knowledge of the principles and practices of electrical engineering, including power distribution. Knowledge of all forms of lighting (design and maintenance) is considered a distinct asset. This would include knowledge of all related rules and regulations governing the design, construction and maintenance of street lighting systems. Must be able to communicate effectively in oral and written form, including the ability to deal diplomatically with all aspects of the public, staff and elected officials. Must have advanced computer skills and a working knowledge of word processing, spreadsheets and databases.

Must have a valid class “G” driver’s license. This position will require occasional travel between sites and/or City facilities and must provide own transportation.
