Job Description

Job Title: Suitability Surveyor

Directorate: Operations and Estates

Division: Facilities Management Division

Service: Maintenance Service

Reports To: Condition and Suitability Manager

Job Purpose:

To manage the process of surveying all schools in the locality for suitability. This will involve the assessment of the number and characteristic of each type of internal and external area and will also deal with some aspects of Health & Safety. The duties will involve collating and manipulating data and presenting this in a form which will become part of the Education Authority’s Asset Management Plan. A key outcome will be identifying spare capacity in schools.

Main Duties and Responsibilities:

Organisation and Administration

  • The efficient organisation, operation, and control of all matters pertaining to suitability assessments within the Education Authority Locality.
  • Communicate at all levels within the Education Authority’s structure and externally with all relevant agencies including all Education Authority Localities, CCMS, DE, and SIB.
  • Prioritise, coordinate, and present findings to The Condition and Suitability Manager, Suitability Survey Group, and also to DE and SIB.

Financial Management

  • Work within an allocated budget. Monitor and control expenditure.
  • Work within a tightly controlled timescale to a defined budget.

Technical Advice

  • Provide advice to other sections within the division and other departments within the Education Authority.
  • Provide technical advice to Education Authority’s property users on matters pertaining to suitability of premises.

Separate Activities

  • Personally responsible for the suitability assessment of school buildings within the Education Authority Locality.
  • Respond on a day-to-day basis to requests from property users for amendments to site and building drawings.
  • Communicate and negotiate with all Education Authority site managers in order to define the parameters of buildings and external site.
  • Responsible for preparing and carrying out detailed suitability surveys of all Education Authority properties to record and identify deficiencies and to assist with prioritising the capital works programme.
  • Key responsibility for the establishment of the suitability element of the Education Authority Asset Management Plan. Collation of all related data and preparation of documents reporting the outcomes of these assessments.
  • Responsible for providing key information for the progression of projects for minor and major capital improvements at Controlled, Maintained, VG, and GMI schools as part of the Strategic Investment Programme.
  • Ensuring all relevant data is accurately imported into the Manhattan estates database and other databases and producing accurate reports for all stakeholders. Working closely with the Systems Administrators and the Condition, and Suitability Manager to develop the database system.
  • Responsible for the supervision of work of other Education Authority employees in all departments involved in assisting with the Suitability Assessment exercise.

NB: The postholder may be required to work across Localities.

This job description will be subject to review in light of changing circumstances and is not intended to be rigid and inflexible but should be regarded as providing guidelines within which the individual works.
