The Municipality of Chatham-Kent has an opening for a permanent full-time Supervisor II, Parks, Recreation and Cemeteries, in the Parks, Fleet and Facilities division.
Job Description
The Supervisor II, Parks, Recreation & Cemeteries is responsible for assisting the Supervisor with the day-to-day operation of parks, cemeteries, and recreation facilities (including arenas, pools, halls, boat docks, boat launches, beaches, and trails). This position ensures assets and grounds are maintained and operated in a safe and efficient manner, coordinates infrastructure projects, and provides leadership to staff. The Supervisor II participates on the Parks, Recreation & Cemeteries Supervisory Team and provides coverage for Supervisor absences at work locations throughout Chatham-Kent.
Essential Responsibilities
- Demonstrate Chatham-Kent’s core values and competencies
- Direct a team consisting of CUPE 12.1 union members, seasonal staff, and non-union staff
- Maintain a comprehensive understanding of Collective Agreement; attend appeal (or grievance) meetings as required
- Ensuring recreation assets and open spaces are maintained and operated in a safe and efficient manner
- Ensures all vehicles, equipment and machinery are maintained in good safe working order
- Drafts and reviews standard operating procedures
- Champions health & safety initiatives and leads staff training
- Inspects parks, recreational facilities, and cemetery infrastructure for safety and regular maintenance
- Assist in the preparation and monitoring of the department expenditures to ensure compliance with approved budget
- Assist in the creation of purchase orders and invoice approval processes
- Ensure all equipment and ice plant logs and work records are completed
- Coordinates, oversees, and manages work of external contractors
- Respond to inquiries and investigates complaints from the public pertaining to park, cemetery, and facility maintenance activities and site conditions
- Ensure compliance with the Occupational Health and Safety Act
- Maintain effective relationships with the community, facility users, and internal departments including working with volunteers
- Make recommendations to relevant Supervisors regarding park, facility, and cemetery infrastructure improvements
- Assist with seasonal field and ice time allocations to user groups
- Implement continuous improvement practices
- Works in accordance with the provisions of applicable Health and Safety legislation and all corporate and departmental policies and procedures related to Occupational Health and Safety
- Participate, as required, on internal committees focused on various initiatives
- Perform ‘Acting Supervisor’ duties as required

Essential Qualifications
- College certificate or diploma in a business, parks, horticultural, facility management, asset management, and/or a related program with two (2) to four (4) years of related experience in arenas, parks, horticultural, facility management, and/or asset management.
- Experience working in and/or supervising in a unionized environment
- Experience in ice making, ice maintenance, and arena refrigeration operations
- Experience in the operations of parks, community centres, horticulture, and pools
- Knowledge in asset management principles and practices
- Experience working with indoor pools, outdoor pools, splash pads, pool filtration, and dehumidification systems
- Ability to operate and train staff on equipment such as, tractor, dump truck, ice machine, and miscellaneous tools and equipment
- Knowledge of HVAC operation and maintenance, operations of recreational vehicles and assets, mechanical equipment, and facility maintenance
- Knowledge of related provincial, federal legislations and regulations requirements as they pertain to recreational facilities (i.e., Ontario Building Code; Occupational Health & Safety Act; Ontario Fire Code, TSSA)
- Experience managing, preparing, and implementing capital projects
- Strong interpersonal and communication skills, written and verbal
- Working knowledge of Questica or JD Edwards (or other similar financial programs)
- Working knowledge of D365-CRM (or other similar program)
- Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) (or similar software programs)
Certifications, memberships, licenses
- Standard first aid and CPR certification
- Basic Arena Refrigeration is an asset
- Certified Pool Operator certificate or designation is an asset
- Project Management certification is an asset
- Certified Ice Technician is an asset
- International Society of Arboriculture of Ontario certification is an asset
- Registered Playground Inspector or Certified Playground Inspector designation is an asset
- Propane handling certificate or Record of Training is an asset
- Asset Management Certificate is an asset
Work environment/hours of work
- This position works both indoors and outdoors
- This position works weekdays with occasional evening and weekend hours. Also on call after hours and on weekends
Driver’s Licence/vehicle Requirements
Because of the responsibilities, this position requires the successful candidate to have a valid class G (or higher) Ontario driver’s licence; a driver’s abstract will be conducted by the Municipality of Chatham-Kent. An acceptable driver’s abstract will:
- be an original document and current (within the previous thirty (30) days)
- have no more than four (4) demerit points
- have no more than two (2) convictions for the same offence
- have no criminal code convictions
- have no ‘non-medical or administrative’ license suspension in the preceding three (3) years

Background Check Requirements
Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: Police Criminal Record Check, education/certification verification, and employment reference check.
Essential Physical And/or Safety Requirements
- Ability to work in extreme temperatures/weather as well as the ability to climb in and around buildings and/or construction/renovation sites
- Requires steel toed safety shoes, safety vest, hard hat, and eye protection
- Bending: frequent crouching squatting

- Sitting: frequent sitting in a chair, stool, vehicle seat
- Lifting: frequent carrying (2.03 to 9.09 kgs or 5 to 20 lbs) (lifting boxes, equipment, plans; roof hatch/door to access roof of buildings; books, binders, files, laptop, etc.; tools)
- Standing: frequent standing inside, outside
- Hands: frequent fine finger dexterity (movement), pinching, mousing; constant gripping
- Foot action: constant one- and two-foot action
Benefits
This permanent full-time position has an annual salary of $74,637 to $84,373 and will receive benefits including: participation in the OMERS pension plan (mandatory) as well as sick and vacation entitlements. Following successful completion of a 3-month waiting period, candidates will also be entitled to a comprehensive group benefits package.
