CDIO Borders and Trade supports the HMRC Borders and Trade group delivering IT projects that enable HMRC's wider customs strategy and policies. We design, manage and maintain a wide range of other IT services and systems that support customs and international trade activities and beyond. Our teams are made up of specialists in delivery, business analysis, engineering, and live service support. We collaborate closely with stakeholders across HMRC to ensure our IT systems meet their needs
Job Description
As a Supplier Manager within CDIO Borders and Trade, you will manage a portfolio of supplier contracts, ensuring strong performance, value for money and delivery against agreed outcomes. You will oversee key aspects of supplier management including relationships, risks and issues, budgets, and continuous improvement, aligned to HMRC standards and ways of working.
Working with a wide range of stakeholders across Commercial, Finance, Security and Programme teams, you will support the effective delivery of critical services across Borders and Trade. You will also play a key role in ensuring compliance with security and onboarding/offboarding requirements, maintaining a clear understanding of contractual obligations and supporting improvements to processes and ways of working. This is a fast-paced and collaborative environment where you will be expected to build strong relationships, resolve challenges and contribute to a high-performing Supplier Management community.

Person specification
We're looking for a proactive and collaborative Supplier Manager who enjoys working in a fast-paced environment and building strong, effective relationships across a wide range of stakeholders.
You will be confident engaging with colleagues at all levels and able to influence, challenge and support others to achieve the right outcomes. You'll bring a curious and improvement-focused mindset, with the confidence to question existing ways of working and help drive positive change.
You will have experience managing supplier or commercial relationships, with a good understanding of performance, risk and contract management. Strong organisational skills, attention to detail, and the ability to balance multiple priorities are essential.

Responsibilities
- Manage strategic supplier relationships and ensure delivery against contractual obligations, including day-to-day service delivery management.
- Lead supplier performance reviews, including monitoring and managing operational performance service improvement plans, and issue resolution.
- Understand and interpret KPIs, SLAs and critical metrics to effectively measure supplier performance and drive operational improvements.
- Support contract governance, including reporting, business continuity planning, risk management, and compliance.
- Collaborate with internal stakeholders across commercial, finance, and delivery teams to support effective service delivery and contract outcomes.
- Contribute to contract renewals, variations, and re-procurements in line with internal governance requirements and public procurement regulations.
- Drive innovation and continuous improvement through supplier engagement and identify opportunities to enhance operational performance.
- Support budget management activities, including purchase orders and invoice approvals, working closely with Finance.
- Support mobilisation and transition of new or changing supplier arrangements.
Essential Criteria
- Recent experience in managing multiple suppliers in a large, complex organisation.
- Strong understanding of contract management principles and supplier performance frameworks.
- Ability to analyse performance data and drive service improvements.
- Excellent stakeholder engagement, relationship building and communication skills.
- Knowledge and experience of engaging suppliers via Statements of Work (SoWs), including defining deliverables, milestones, and performance measures.
- A solution-focused mindset, with the ability to identify issues, challenge existing ways of working and implement improvements.
- Understanding of contract management principles and supplier performance frameworks, including KPIs, SLAs and risk/issue management.
Desirable Criteria
- Practitioner level in Contract Management & Capability Programme (CMCP).
- Experience working in Agile or IT environments.

Leeds Location
Moves Adjustment Payment will be available for this role, provided the successful applicant is a current HMRC colleague in Bradford and meets the eligibility requirements outlined in the HMRC's Moves Adjustment Payment guidance.

How To Apply
As part of the application process, you will be asked to provide the following:
- A name-blind CV including your job history and previous experiences. Your CV should cover up to a maximum of your last 3 roles. The word limit for each role is 100 words. You should outline the key responsibilities and any significant achievements.
- A 750-word Personal Statement. Your Personal Statement should be used to describe how your skills and experience from your career reflect the Essential Criteria of the role. Please use specific instances of achievement from your career to detail suitability and alignment.
Please evidence any Desirable Criteria where applicable (up to 250 words max). This is not essential for the role but may be considered by the vacancy holder where candidates have the same score at interview.

Sift

Interview
During the panel interview, your Experience will be assessed, you will be asked Experience-based questions to explore in detail what you are capable of.
