Job Title: SURF HSE Lead Services

Duration: Long Term Contract

Location: London, United Kingdom

This opportunity supports a major deep offshore oil and gas project during the EPCI phase, focused on H3SE management across complex international package activities. The role offers broad exposure to SURF operations, contractor oversight, safety audits, incident investigation and HSE management systems in a high-profile offshore development. This position will play a key part in helping deliver strong H3SE performance across multiple sites and stakeholders.

Key Responsibilities

  • Support implementation and deployment of the project HSE Management System across the package during the EPCI phase.
  • Supervise and coordinate health, security, safety, societal and environmental activities for the package in line with project requirements, international standards and local requirements.
  • Promote H3SE culture, awareness and objectives across package activities.
  • Ensure H3SE policies, procedures and objectives are implemented effectively by company teams, the contractor and subcontractors across all relevant sites.
  • Act as a focal point for HSE teams working on sites connected to the package.
  • Provide H3SE recommendations to package leadership, project management and wider project teams.
  • Maintain direct interface with the contractor HSE manager and team, following up H3SE activities and performance.
  • Ensure HSE requirements are met by the contractor and subcontractors within the package scope.
  • Define and review H3SE philosophies, plans, procedures and management systems for the project, package and contractor.
  • Review contractor H3SE management systems and monitor implementation through regular safety audits across sites, fabrication yards and marine spread activities.
  • Collect, track and report H3SE performance data, statistics and KPIs against objectives in a timely manner.
  • Support use of the contract HSE incentive scheme through proposed actions and follow-up.
  • Analyse incidents, support investigations, provide feedback to management and personnel, and recommend mitigations to prevent recurrence.
  • Ensure safety reviews are conducted in a timely and effective manner to meet project H3SE targets.
  • Participate in site HSE visits, pre-mob reviews and audits, and prepare management HSE visits where possible.
  • Follow up actions from internal and external reviews and audits to ensure completion.
  • Define and implement H3SE training plans for the package team and verify adequate H3SE training for contractor and subcontractor personnel.
  • Support package and project H3SEQ leadership on H3SE matters.
  • Ensure readiness of H3SE documentation and follow up with relevant parties and local authorities where required.
  • Gather lessons learned and provide feedback to relevant entities as required.

Required Education & Certifications

  • Engineer degree, or equivalent (Required)

Required Experience

  • 10–20 years of professional experience, including experience on EPCI projects.
  • 10 years in a similar or equivalent HSE leadership position.
  • Experience working across international and multi-cultural project environments.
  • Experience supporting activities across multiple supplier locations, fabrication sites and testing or servicing locations.

Required Skills

  • Strong knowledge of H3SE management systems, plans, procedures and implementation within major project delivery.
  • Ability to coordinate H3SE activities across package teams, contractors and subcontractors.
  • Capability to conduct safety audits and monitor H3SE compliance across sites, fabrication yards and marine spread operations.
  • Experience in H3SE performance reporting, KPI tracking and incident analysis.
  • Ability to support investigations, identify mitigations and drive continuous improvement.
  • English language skills with strong communication ability in a multicultural environment.
