MISSION/SERVICES DIMENSIONS

The service holder will be responsible for supporting the SURF Package Manager in implementing and deploying the Project HSE Management System to ensure the protection of personnel, respect for the environment & safeguarding of the operational assets by working closely with the Project H3SEQ Manager and Company’s entities.

The service is highly transverse, with numerous interactions among which:

  • To supervise and coordinate all activities related to Health, Security, Safety, Societal and Environment matters for the Venus SURF package during the EPCI phase, in compliance with the client and TEEPNA policies, Project specifications, procedures and objectives, international standards and local requirements
  • To be responsible for the implementation of the HSE Management System for the package
  • To promote H3SE in the project, propose H3SE objectives for the package
  • To ensure that Project and package H3SE policies, requirements, procedures and objectives are properly implemented and achieved on the SURF package by COMPANY teams, SURF Contractor and all its subcontractors, on all the SURF package sites
  • The Service Provider will support the SURF Manager, with functional interfaces with Project H3SEQ entity.

ACTIVITIES

  • To ensure that H3SE rules and requirements are properly and strictly implemented, same as the Company Ethics and “Code of Conduct” policies
  • To promote Safety culture and awareness, and in general H3SE awareness
  • To coordinate all H3SE activities within the SURF package and, as such, shall liaise permanently with the SURF Package Manager and H3SE teams within the package, as well as with the Venus Project H3SEQ Manager
  • Act as a focal point within the package for all HSE teams on sites.
  • To provide H3SE recommendations to the Package team, Project Management and Project team
  • To be the direct point of contact of the SURF Contractor HSE manager and team and to follow-up of all H3SE activities and performance of SURF Contractor and its subcontractors
  • To ensure that HSE requirements are complied with within the package, including by SURF Contractor and its subcontractors
  • To define and review H3SE management systems and requirements - Philosophy, Plans and Procedures – from Project, package & SURF Contractor
  • To review Contractors’ H3SE management systems, and control their implementation by conducting regular safety audits of Contractors on all sites, including fabrication yards and Marine Spread
  • To collect, follow-up and report all H3SE performance, statistics & KPIs compared to objectives and ensure reporting is done adequately and timely by all involved parties
  • To propose actions for use of the SURF contract HSE Incentive scheme
  • To analyze incidents, perform investigations, organize feedback to management and personnel and propose mitigations and way forward to improve situations and avoid re-occurrence
  • To ensure that the safety reviews are conducted in a timely and proper manner to comply with Project H3SE targets
  • To participate, as far as possible, to site HSE visits, premob reviews, audit… and prepare Package management HSE visits.
  • To ensure actions from reviews, audits, etc. (external and internal) are implemented and completed
  • To define and implement H3SE training plan for COMPANY SURF team and ensure adequate H3SE training of SURF Contractor and its subcontractors’ teams
  • To support the package manager and Project H3SEQ Manager on all H3SE matters
  • To ensure readiness of all H3SE documentation and follow-up as necessary with all parties, including Local Authorities when required
  • To gather ‘lessons learnt’ and provide feedback to the client entities as required

The VENUS deep offshore Project is a key project for Total as the first Oil & Gas facilities to be installed in Namibian waters with 3,000 m water depth and uncommon reservoir characteristics with a CAPEX > 10 BUSD. 38 wells to be drilled and completed (19 OP and 19 GI) with a DRILLEX > 3 BUSD; out of ~2/3 to be ready before First Oil date.

The Venus Project will be developed with the objectives to maximize economical results by optimizing the reserves, the schedule, reducing the costs and the Greenhouse Gas (GHG) emission, while maintaining the technical quality of the installations, with high H3SE requirements and focus.

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Professional Experience (years): 10-20, with experience of EPCI projects
  • Experience in similar positions (years): 10 at same or equivalent position
  • Level / Diploma: Engineer, or equivalent
  • Service languages: English mandatory, with good communication skills; ability to work in a multicultural environment.
