Job Description

Fixed Term contract for 2 years

Ref: H7560

An exciting opportunity has arisen to join Dacorum Borough Council's Property Services Team as a Retrofit & Sustainability Surveyor on a two-year fixed-term contract.

This is a unique opportunity to play a key role in delivering our ambitious housing investment, retrofit and decarbonisation programmes. Working on major sustainability initiatives, including government-funded energy efficiency projects, you will help improve the quality, comfort and environmental performance of residents' homes while supporting the Council's journey towards net zero carbon.

About The Role

As a Retrofit & Sustainability Surveyor, you will be responsible for developing specifications, schedules of work and technical solutions for a range of energy efficiency and planned investment projects across the Council's housing stock. You will manage projects from inception through to completion, ensuring works are delivered safely, on time, within budget and to the highest standards of quality and compliance. Working closely with contractors, consultants, residents and colleagues across Housing Services, you will help deliver projects that reduce fuel poverty, lower carbon emissions and improve the long-term sustainability of our homes.

Key Responsibilities

  • Develop specifications, schedules of work and technical solutions for retrofit, decarbonisation and planned investment programmes.
  • Support the delivery of major sustainability initiatives, including SHDF Wave 3 and other externally funded energy efficiency projects.
  • Manage projects from design through to completion, ensuring compliance with programme, budget and quality requirements.
  • Monitor contractor performance and undertake site inspections to ensure works meet required standards.
  • Ensure compliance with Building Regulations, CDM 2015, PAS 2030/2035 and relevant industry standards.
  • Work collaboratively with residents, contractors and stakeholders to deliver excellent customer outcomes.
  • Assist in resolving complex customer enquiries and complaints, managing expectations throughout the project lifecycle.
  • Contribute to the Council's wider asset management, sustainability and housing improvement objectives.

About You

We are looking for an enthusiastic and proactive surveyor with experience in housing, construction, asset management, planned maintenance or retrofit delivery.

You will ideally have:

  • Experience delivering planned works, capital investment or sustainability programmes.
  • Knowledge of residential construction, Building Regulations and CDM 2015, PAS 2030/2035.
  • An understanding of retrofit, energy efficiency and decarbonisation principles.
  • Strong project management and contractor management skills.
  • Excellent communication and stakeholder engagement abilities.
  • A customer-focused approach and a commitment to delivering positive outcomes for residents.
  • The ability to build effective working relationships and successfully manage competing priorities.

The Council is going through a major change as part of Local Government Reorganisation (LGR) and devolution. This means that the district and borough councils in Hertfordshire will be replaced by a smaller number of new unitary councils.

The aim is to make local government simpler and more efficient, improve services for residents, and bring decision-making closer to the communities we serve.

What This Means For You

If you join Dacorum Borough Council between now and 31 March 2028, you will move to a new organisation on 1 April 2028. Your role will transfer to the new authority, but the way you work and who you report to may change.
