Systems and Performance Analyst

Permanent

Grade D - £45,091 – £53,460

Consultation grade - subject to formal evaluation under the Equal Pay Programme

Working 36.5 hours per week

Drive smarter procurement through systems, technology and data

Are you an experienced systems professional with a passion for improving processes, enhancing user experience and making technology work smarter? Birmingham City Council is looking for a Systems and Performance Analyst to join our newly established Transformation, Reporting and Intelligence team.

This is an exciting opportunity to help shape the digital future of Commercial and Procurement Services. You'll take a leading role in managing procurement systems, improving business processes, supporting users and ensuring reliable, high-quality data is available to drive better commercial decision-making across one of the UK's largest local authorities.

About The Role

As a Systems and Performance Analyst, you'll play a key role in developing and supporting the systems that underpin Commercial and Procurement Services by:

  • Acting as the super-user for key commercial and procurement systems, managing system configuration, user access and permissions.
  • Identifying opportunities to automate processes, improve workflows and enhance system functionality to increase efficiency and user experience.
  • Providing expert system support, resolving complex issues and working with IT teams and software suppliers to deliver system improvements.
  • Designing and delivering training, guidance and user resources that build confidence and capability across the Council.
  • Supporting the integration of procurement systems with wider corporate platforms, ensuring data integrity and seamless information flows.
  • Working with reporting and intelligence colleagues to develop standard reports, data extracts and system functionality that supports performance management.
  • Monitoring system performance, risks and user feedback to drive continuous improvement and maximise the value of digital solutions.

About You

We're looking for someone who combines strong technical knowledge with excellent communication and problem-solving skills. You'll bring:

  • Experience administering, configuring or acting as a super-user for complex business systems such as Finance, ERP, CRM or procurement platforms.
  • Experience improving business processes through system optimisation, workflow automation and digital transformation.
  • Strong troubleshooting and analytical skills, with the ability to identify root causes and implement practical solutions.
  • Experience designing and delivering training or creating user guidance for non-technical audiences.
  • Excellent stakeholder management skills, working effectively with colleagues, IT teams and third-party suppliers.
  • The ability to translate technical concepts into clear, accessible advice for a wide range of users.
  • A commitment to continuous professional development and keeping up to date with emerging technologies and best practice.
