6 Month Contract With A Local Authority
To provide high-quality business intelligence, performance reporting, data analysis and insight services to the Environment Directorate, supporting operational and strategic decision-making across Street Scene and wider Council services.
The postholder will be responsible for collecting, analysing and interpreting complex datasets from multiple sources, developing meaningful intelligence products, and delivering evidence-based insights that support service improvement, performance management and corporate priorities. The role will act as a key link between data, systems and operational services, ensuring managers have access to accurate and timely information to inform decision-making.
Working within the Street Scene Service Support Team, the role will also support system development, automation, research projects and analytical initiatives across the Environment Directorate.
Key Responsibilities
- Develop, maintain and deliver performance reports, dashboards and management information for Street Scene and Environment Services.
- Collect, analyse and interpret complex datasets from multiple internal and external sources.
- Produce actionable insight to support operational and strategic decision-making.
- Develop and maintain Power BI dashboards, visualisations and automated reporting solutions.
- Use advanced Excel, Power BI and other analytical tools to generate performance intelligence.
- Undertake data transformation, modelling and analysis using Python and/or R where appropriate.
- Support the migration, cleansing, validation and management of data across service systems.
- Act as a super-user for Environment Directorate systems and applications.
- Monitor service performance against key performance indicators and corporate targets.
- Identify trends, risks, opportunities and areas for improvement through detailed analysis.
- Support managers in understanding and applying data to improve service delivery.
- Produce accurate and timely reports for senior managers, service leads and elected members.
- Translate complex statistical information into clear, accessible reports for non-technical audiences.
- Support business planning, service reviews and policy development through evidence-based analysis.
- Conduct research, surveys, audits and evaluations to support service improvement initiatives.
- Undertake literature reviews and evidence gathering to inform best practice and future service development.
- Develop and improve automated data collection, reporting and intelligence processes.
- Support corporate and service-specific projects requiring analytical expertise.
- Provide guidance and advice to managers and stakeholders on performance data and analytical methodologies.
- Contribute to the development of a data-driven culture across the Council.
- Support colleagues through training, knowledge sharing and analytical best practice.
- Maintain accurate documentation, standard operating procedures and data governance processes.
- Ensure compliance with data protection, information governance and confidentiality requirements.

Requirements
Essential
- Degree-level qualification in Data Analytics, Data Science, Statistics, Mathematics, Business Intelligence or a related discipline, or equivalent relevant experience.
- Minimum two years' experience producing reports, statistical analysis and business intelligence solutions.
- Strong experience using Microsoft Power BI for reporting, dashboard development and data visualisation.
- Advanced Microsoft Excel skills.
- Experience analysing and interpreting large and complex datasets.
- Strong understanding of performance reporting and management information.
- Experience communicating analytical findings to non-technical audiences.
- Ability to produce reports that influence service planning and decision-making.
- Strong numerical, analytical and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to manage multiple projects and competing priorities.
- Experience developing relationships with stakeholders across multiple service areas.
- Strong attention to detail and commitment to data accuracy.
- Knowledge of data governance and information management principles.

Desirable
- Experience using Python and/or R for data analysis and transformation.
- Experience using mapping software, GIS or geospatial datasets.
- Project Management experience or qualification (PRINCE2, Agile or equivalent).
- Experience within Local Government, Environmental Services or Public Sector organisations.
- Knowledge of performance frameworks and public sector reporting requirements.
- Experience supporting service transformation and improvement programmes.
- Experience working with automated data processes and workflow solutions.

- Location: Oakleigh Road Depot (Hybrid Working)
- Hours Per Week: 37 Hours
- Payment Frequency: Bi-Weekly Payments
