Hays are partnering with a large, complex and high-profile public sector organisation to recruit an experienced Interim Talent Acquisition Manager on a 12-month fixed-term contract in Manchester.

This organisation manages a significant contingent workforce across a diverse operational environment and is undertaking a number of workforce and procurement initiatives. As a result, they are seeking a commercially astute professional who can provide strong interim support whilst helping to improve governance, compliance and end-to-end processes relating to contingent labour and supplier management.

Your new role

Reporting directly to the Head of Talent Acquisition, this is a strategic and operational leadership role responsible for driving recruitment performance across the organisation. You will lead a talent acquisition team, developing and implementing recruitment strategies that deliver high-quality hiring outcomes, improve candidate experience and support wider workforce objectives. Working closely with senior leaders and hiring managers, you will provide expert advice, challenge thinking where appropriate, and ensure recruitment activity is aligned to organisational priorities.

Alongside permanent recruitment activity, the role will retain oversight of contingent workforce arrangements, ensuring agency and contractor engagement complies with organisational policies and relevant legislation, including IR35 requirements.

Key responsibilities include:

  • Lead, develop and motivate the Talent Acquisition team, creating a high-performance culture focused on delivery and continuous improvement.
  • Set, monitor and report on recruitment KPIs, service levels and team objectives.
  • Provide regular recruitment insights, workforce data and performance reporting to senior leadership.
  • Partner with hiring managers and senior stakeholders to develop effective recruitment and workforce planning strategies.
  • Challenge and influence stakeholders to improve hiring practices, decision-making and recruitment outcomes.
  • Drive continuous improvement across recruitment processes, systems and candidate experience.
  • Ensure recruitment activity is delivered efficiently, compliantly and in line with organisational policies.
  • Support governance and oversight of contingent workforce arrangements, including contractor and agency engagements.
  • Ensure compliance with relevant employment legislation, internal policies and IR35 requirements where applicable.
  • Work collaboratively with HR, finance, procurement and operational teams to support organisational workforce objectives.

What you'll need to succeed

To be successful in this position, you will demonstrate:

Essential Experience

  • Experience leading internal recruitment or talent acquisition functions.
  • Proven experience managing and developing recruitment teams.
  • Strong experience setting, measuring and reporting against recruitment KPIs and performance targets.
  • Demonstrable ability to influence, engage and challenge stakeholders at all levels, including senior leadership.
  • Experience developing and delivering recruitment strategies within a complex organisation.
  • Strong understanding of workforce planning, attraction, assessment and selection methodologies.
  • Track record of driving recruitment process improvements and enhancing candidate experience.
  • Experience using recruitment data and insights to inform decision-making and improve performance.

Desirable

  • Understanding of agency management and contingent workforce arrangements.
  • Working knowledge of IR35 legislation and contractor engagement processes.
  • Experience within a public sector, regulated or large complex organisation.
