About The Role
The Talent Acquisition Manager at Career Poster will play a pivotal role in shaping and executing the end-to-end recruitment strategy for Phoenix ME’s operations across the UK and European markets. This strategic leadership position involves partnering closely with senior leadership and operational teams to establish efficient hiring processes, optimize the use of Applicant Tracking Systems (ATS), and ensure a high-quality candidate experience. The role requires a proactive approach to sourcing, attracting, and retaining top talent while focusing on cost-effective hiring practices, reducing reliance on external agencies, and promoting internal mobility. The Talent Acquisition Manager will be responsible for building robust talent pipelines, managing recruitment across multiple jurisdictions, and ensuring compliance with relevant legislation such as IR35. This is an excellent opportunity for a seasoned recruitment professional to influence organizational growth and develop innovative talent acquisition strategies in a dynamic, fast-paced environment.
Qualifications
The ideal candidate will possess extensive experience in recruitment, particularly within the construction or related industries, with a proven track record of successful talent acquisition across Europe. Professional HR or recruitment qualifications such as CIPD Level 5/7 or equivalent are essential. Candidates should demonstrate strong interpersonal skills, with the ability to influence senior stakeholders and manage external recruitment partnerships effectively. A thorough understanding of ATS platforms, HR software, and recruitment analytics is required. Experience in developing and implementing recruitment strategies, managing compliance (including IR35 legislation), and building talent pipelines is highly desirable. Additionally, candidates should have excellent negotiation skills, a well-established professional network within the industry, and the ability to thrive in a fast-paced, evolving environment.

Responsibilities
- Developing a comprehensive recruitment strategy aligned with organizational objectives and workforce planning needs.
- Partnering with the senior leadership team to forecast hiring requirements across the UK and European operations.
- Conducting benchmarking against industry standards.
- Promoting internal mobility and succession planning.
- Managing the entire recruitment lifecycle—from creating job descriptions, sourcing candidates, conducting interviews, to offer negotiations.
- Establishing standardized selection criteria and interview guides to ensure consistency and fairness.
- Managing contractor engagement in compliance with IR35 legislation.
- Adapting recruitment processes to meet local market regulations.
- Building and maintaining proactive talent pipelines for hard-to-fill roles.
- Reducing agency dependence through internal sourcing and employee referral programs.
- Managing the PSL of recruitment agencies to optimize costs.
- Implementing and optimizing ATS systems to streamline workflows.
- Creating compelling job advertisements.
- Guiding hiring managers on best recruitment practices.
- Monitoring recruitment KPIs such as time-to-fill, cost per hire, and quality of hire to inform continuous improvement initiatives.
- Ensuring a positive candidate experience by promoting Phoenix ME as an employer of choice through branding activities and engagement initiatives.
- Overseeing contractor and self-employed personnel recruitment.
- Maintaining compliance with relevant employment laws and standards.
- Building strong relationships with external recruiters, industry contacts, and internal stakeholders to support effective hiring processes and workforce planning.
- Advising senior leadership on market trends, candidate availability, and recruitment costs.
