Talent Partner - Contingent

Hays, Leicester
3 days in office per week

About the role:

As a Talent Partner, you will play a key role in both delivering contingent recruitment activity and building future talent pipelines across the FCA. Working closely with hiring managers and key stakeholders, you'll manage end-to-end recruitment processes while proactively identifying, engaging, and nurturing talent through data-driven sourcing and CRM strategies.

You'll act as a trusted advisor, providing market intelligence, recruitment expertise, and insights that support workforce planning, inclusive hiring practices, and successful hiring outcomes. This is a highly collaborative role that combines hands-on recruitment delivery with strategic talent pooling and attraction activity.

Key responsibilities

Recruitment delivery

  • Manage end-to-end contingent recruitment and contract hiring activity, from vacancy intake through to offer stage.
  • Deliver recruitment activity in line with agreed SLAs and RPO performance metrics, including time-to-offer, shortlist quality, and hiring manager satisfaction.
  • Screen, assess, and shortlist candidates against business requirements and role criteria.
  • Advise hiring managers on recruitment best practice, market conditions, candidate availability, and inclusive hiring approaches.
  • Build and maintain strong relationships with stakeholders to support hiring plans and workforce objectives.
  • Promote fair, inclusive, and skills-based recruitment practices throughout the recruitment lifecycle.
  • Provide regular updates and recruitment insights to stakeholders, ensuring transparency and effective decision-making.
  • Support and oversee contractor onboarding and compliance activities, working with candidates, screening providers, and internal teams to ensure all pre-engagement checks are completed within agreed timescales.

Talent pooling & talent attraction

  • Identify, engage, and nurture high-potential candidates through CRM-led, data-driven sourcing strategies.
  • Build and maintain diverse talent pipelines aligned to current and future hiring requirements.
  • Conduct screening conversations and proactively invite suitable candidates into relevant talent pools.
  • Utilise recruitment marketing, social media, email campaigns, direct sourcing, and CRM technology to attract and engage talent communities.
  • Act as a subject matter expert on candidate markets, sourcing methodologies, talent availability, and emerging recruitment trends.
  • Partner with hiring managers to demonstrate CRM capability, monitor talent pool performance, and improve talent pool-to-hire conversion rates.
  • Work closely with Employer Brand and attraction teams to develop engaging candidate communications and outreach campaigns.
  • Support diversity-focused attraction initiatives and outreach programmes to strengthen talent pipelines and improve representation across talent communities.
  • Share market intelligence, competitor insights, and candidate feedback gathered through sourcing and screening activities to inform hiring strategies and workforce planning.
  • Maintain regular engagement with talent pool candidates through job matching, tailored communications, and proactive relationship management.

What you'll bring

  • Experience managing end-to-end recruitment processes within an RPO, agency, in-house, or MSP environment.
  • Strong sourcing capability, including LinkedIn Recruiter, CRM platforms, and direct search methodologies.
  • Experience building and nurturing talent pipelines and talent communities.
  • Ability to influence and advise stakeholders using recruitment data, market intelligence, and hiring insights.
  • Strong relationship-building and stakeholder management skills.
  • Knowledge of inclusive, skills-based recruitment practices.
  • Excellent communication, organisation, and prioritisation skills within a fast-paced environment.
  • Experience supporting contractor onboarding and recruitment compliance processes would be advantageous.
