Africell, the pan-African mobile telecommunications company, is recruiting a Talent Recruitment Lead, to be based at its Head Office in London, UK.
Role responsibilities:
The Talent Recruitment Lead is responsible for leading and delivering Africell’s talent acquisition and recruitment agenda for the London Head Office, while supporting recruitment priorities across the Group’s operating markets. The role provides strategic and hands-on leadership across the end-to-end recruitment lifecycle, ensuring Africell attracts, assesses, and hires high-quality talent in a timely, consistent, and cost-effective manner.
The role is responsible for partnering with senior leaders, hiring managers, HR Business Partners, and Group functions to translate workforce requirements into effective recruitment plans. The Talent Recruitment Lead will strengthen recruitment governance, employer brand, candidate experience, talent pipelines, recruitment systems, and data-driven decision-making, while ensuring recruitment practices remain compliant with applicable UK requirements and aligned with Africell’s values and business objectives.
Role Outputs
Talent Acquisition Strategy & Delivery
- Coordinate the recruitment agenda for the London Head Office, covering professional, specialist, management, and senior leadership appointments.
- Execute recruitment plans aligned to approved workforce requirements, business priorities, and agreed recruitment timelines.
- Manage the full end-to-end recruitment lifecycle, from requisition approval and role profiling through sourcing, assessment, selection, offer management, and onboarding handover.
- Build and maintain proactive talent pipelines for critical and hard-to-fill positions, reducing reliance on reactive recruitment and external agencies.
- Provide hands-on support for senior and business-critical appointments, including targeted search, executive sourcing, market mapping, and candidate engagement.
- Ensure recruitment activity is delivered against agreed Service Level Agreements (SLAs), quality standards, and hiring priorities.
Stakeholder Management & Advisory
- Partner with Group executives, functional leaders, hiring managers, and HR Business Partners to understand workforce requirements and provide recruitment advice.
- Advise hiring managers on role design, candidate profiles, sourcing strategies, assessment approaches, market availability, and recruitment timelines.
- Challenge and refine recruitment requirements where necessary to ensure role specifications are clear, realistic, and aligned to business needs.
- Provide regular recruitment updates, pipeline reports, hiring insights, and escalation of recruitment risks to relevant stakeholders.
- Build strong relationships with senior stakeholders while maintaining appropriate recruitment governance and consistency.
Recruitment Governance, Process & Systems
- Ensure recruitment processes are consistently applied across the London office and, where required, support alignment across Africell’s operating markets.
- Drive effective use of the LinkedIn Recruiter, recruitment platforms, talent databases, and other sourcing tools.
- Maintain accurate recruitment data and ensure vacancies, candidate stages, interview outcomes, offers, and recruitment documentation are appropriately recorded.
- Identify opportunities to improve recruitment efficiency, candidate experience, time-to-hire, quality of hire, and recruitment cost.
- Ensure recruitment activities are conducted in accordance with applicable UK employment, equality, data protection, and recruitment requirements.

Sourcing, Employer Brand & Candidate Experience
- Strengthen Africell’s employer brand and market positioning to attract high-calibre talent in the UK and international markets.
- Develop and maintain strong candidate engagement throughout the recruitment process, ensuring a professional and consistent candidate experience.
- Support recruitment campaigns, careers content, university or professional partnerships, talent events, and other initiatives that strengthen Africell’s talent pipeline.
- Monitor recruitment market trends, talent availability, competitor activity, and emerging sourcing approaches to inform recruitment strategy.
Agency & Supplier Management
- Manage relationships with recruitment agencies, executive search firms, recruitment platforms, and other external talent partners.
- Establish clear expectations, service standards, commercial terms, and performance measures for external recruitment providers.
- Monitor agency performance and costs, ensuring external recruitment is used strategically and provides measurable value.
- Negotiate recruitment service arrangements where required and maintain appropriate supplier governance.
Recruitment Analytics & Reporting
- Develop and maintain recruitment dashboards and regular reporting covering vacancies, pipeline activity, time-to-hire, source effectiveness, agency usage, recruitment costs, and SLA performance.
- Use recruitment data and market insights to identify bottlenecks, improve decision-making, and recommend corrective actions.
- Provide senior management with clear and concise analysis of recruitment performance, risks, trends, and priorities.
- Track recruitment outcomes and use insights to continuously improve sourcing and selection strategies.
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, Psychology, Management, or a related discipline.
- Professional HR or recruitment qualifications such as CIPD, REC, or equivalent are highly desirable.
- Relevant training or certification in recruitment, talent acquisition, assessment, sourcing, employment law, or related disciplines is considered an advantage.
Knowledge
- Strong knowledge of end-to-end talent acquisition and recruitment practices within a corporate or international environment.
- Good understanding of UK recruitment practices, employment requirements, equality and diversity principles, and data protection obligations relevant to recruitment.
- Strong knowledge of direct sourcing, LinkedIn Recruiter, applicant tracking systems, recruitment technology, talent mapping, and modern sourcing methodologies.
- Understanding of recruitment metrics, SLAs, workforce planning, employer branding, candidate experience, and recruitment market intelligence.
- Good understanding of executive recruitment and stakeholder management at senior management and leadership levels.
- Understanding of recruitment across multiple countries, cultures, and business environments is highly desirable.

The ideal applicant will also have at least 6 – 8 years’ experience in:
- Talent acquisition or recruitment, with substantial experience managing end-to-end recruitment across a corporate or international environment.
- Proven experience recruiting professional, specialist, management, and senior leadership positions, including direct sourcing and executive search.
- Experience working closely with senior business leaders and hiring managers to translate workforce requirements into effective recruitment strategies and hiring plans.
- Proven experience developing recruitment processes, SLAs, reporting, systems, and continuous improvement initiatives.
- Experience using ATS platforms, LinkedIn Recruiter, recruitment analytics, talent mapping, and multiple sourcing channels.
- Experience working across Africa or other international markets is highly preferred, with the ability to operate effectively across diverse cultures and business environments.
- Experience in telecommunications, technology, financial services, professional services, or another fast-paced multinational environment is considered an advantage.
