Business Architecture / Target Operating Model Lead, Finance
Contract: 6 months initially
Location: Predominantly remote - UK based candidates only
Day Rate: Outside IR35 - £600 per day maximum
Start: ASAP
We are looking for an experienced Business Architecture / Target Operating Model Lead to support a major Financial Services organisation as it designs and establishes a new Group Financial Planning & Performance function.
The role will take the strategic ambition for the new function and translate it into a practical, implementable Target Operating Model, considering how the function should operate across people, processes, governance and capabilities, as well as how it interfaces with the wider Finance organisation and Enterprise Planning & Transformation.
This is a hands-on operating model role, rather than a purely conceptual architecture position. The successful candidate will need to quickly understand the current Finance environment, identify structural and process pain points, define the future state and develop realistic transition states to support implementation.
Key responsibilities
- Lead the design of the Target Operating Model for the new Group Financial Planning & Performance function.
- Assess the current Finance operating environment and identify structural, organisational and process improvement opportunities.
- Define future-state organisational structures, roles, responsibilities and accountabilities.
- Establish appropriate decision rights, governance and ownership across the function.
- Design future-state processes across financial planning, AOP and in-year performance management.
- Map key dependencies, hand-offs and interfaces between Financial Planning & Performance, wider Finance and other organisational functions.
- Define the capabilities and skills required within the future organisation.
- Facilitate workshops with senior stakeholders, challenging existing ways of working and reconciling competing requirements.
- Translate strategy into practical operating-model designs and clear implementation roadmaps.
- Develop pragmatic transition states, rather than assuming a single big-bang move to the future model.
- Support the transition of TOM recommendations through into implementation.
- Consider how AI, automation and emerging capabilities can be incorporated into the future operating model to improve efficiency, insight and decision-making.

Experience required
- Strong Business Architecture and Target Operating Model experience within large, complex organisations.
- Demonstrable experience of organisation design, including structures, roles, responsibilities, capabilities and accountabilities.
- Experience designing operating models within Finance functions and/or Financial Services.
- Strong understanding of FP&A, financial planning, performance management, budgeting and forecasting.
- Experience designing governance, decision rights and cross-functional ways of working.
- Strong process and service-design capability, with experience moving from current-state assessment through to future-state design.
- Ability to understand complex organisational dependencies and interfaces.
- Experience translating high-level strategy into practical and implementable operating models.
- Strong stakeholder facilitation skills, with the ability to challenge and influence senior stakeholders.
- Experience taking TOM work beyond design and through transition and implementation.
- Previous Financial Services, insurance, pensions or regulated-industry experience would be highly advantageous.
- Understanding of how AI and automation can influence future organisational and operating-model design would be beneficial.

The ideal profile
We are looking for someone who combines the structural thinking of a Business Architect with strong Finance transformation knowledge. The right person should be comfortable getting into the detail of processes, organisational structures, governance, roles and decision rights, while maintaining a clear view of how the overall operating model needs to work.
This is not a traditional Project Manager role, nor is it a purely conceptual Enterprise Architecture position. The emphasis is on hands-on TOM design, organisation design, Finance Planning & Performance and translating strategy into something that can genuinely be implemented.
