Teaching Adviser – SEND and Inclusion (x8.5) | 11439 | Permanent Contract | Full and Part-time | £54,661 to £59,360 per annum, pro rata | Soulbury 8-11 | Norfolk with hybrid working arrangements

Join us at a pivotal time for education in Norfolk. Guided by Norfolk’s FLOURISH ambition, we are building a more inclusive, responsive and locally delivered system through our SEND and Inclusion transformation programmes. By bringing education settings, local authority services and wider partners together, we are strengthening early intervention, inclusive practice and coordinated support so more children and young people receive the right help at the right time and can flourish in their local communities.
Norfolk’s innovative SEND and Inclusion Support Model (SISM) is central to delivering this ambition. Working through school and community zones, SISM brings education settings, local authority services and wider partners together around local need. These Teaching Adviser posts are new to the service and will add dedicated teaching and learning expertise to the model, helping settings strengthen inclusive practice, improve curriculum access and develop effective graduated provision.
The opportunity
As a Teaching Adviser, you will provide expert, evidence-informed advice, professional challenge and practical support to schools, settings, practitioners and partners. You will translate assessment, research, statutory expectations and local intelligence into approaches that improve teaching, learning, participation and outcomes for children and young people with SEND.
Working across allocated education settings, localities and phases, you will combine direct advisory work with coaching, professional learning, quality assurance and multidisciplinary collaboration. You will work alongside SEND Advisers, Inclusion Advisers, Zone Managers, educational psychologists, specialist services, health colleagues and other partners, while maintaining a clear focus on teaching and learning. This is an opportunity to shape a new role, build capacity across the system and support earlier, more inclusive and locally responsive provision.
What you will do
- Provide specialist teaching advice and intervention, using consultation, observation, assessment, modelling and coaching to help staff identify needs early, adapt teaching and improve curriculum access.
- Support whole-setting improvement, working with leaders, SENDCos and practitioners to evaluate inclusive culture, pedagogy, systems and provision and agree practical priorities for development.
- Build professional capability through coaching, networks, resources, training and practice-development activity that responds to identified need and reduces dependency on specialist support.
- Contribute teaching expertise to SISM arrangements, including Team Around the School, zone meetings, panels and other multi-agency forums where this will strengthen planning and support.
- Assure quality and professional standards, producing timely, high-quality advice and participating in supervision, moderation, peer review and service quality assurance.
- Model professional leadership, sharing learning, developing resources and undertaking agreed lead responsibilities or projects under the direction of the Senior Teaching Adviser.

Who we are looking for
You will be a qualified teacher or hold an equivalent recognised teaching qualification appropriate to the role, with substantial successful teaching experience and a strong record of improving outcomes for children and young people, including those with SEND. You will understand inclusive pedagogy, adaptive teaching, curriculum access, assessment, graduated provision and the SEND Code of Practice, and be able to turn complex evidence into clear, practical advice.
You will bring:
- highly developed teaching, observation, assessment and advisory skills;
- the ability to advise, coach and train education professionals, influence practice and build capability beyond your own classroom;
- the ability to model effective practice, facilitate reflective professional dialogue and build capability without creating dependency;
- sound professional judgement and the ability to analyse complex information, prioritise competing demands and make clear recommendations;
- experience of working constructively with children, families, education leaders and multidisciplinary professionals;
About the role
The role will involve flexible working across education settings, localities, Council locations and virtual environments, with travel across Norfolk and occasional work outside normal office hours. This role involves regulated activity with children and young people. Appointment is subject to confirmation of suitability to work with children and an enhanced Disclosure and Barring Service check, including the children’s barred list where required by Council policy.
