Job Title: Team Leader CARMS - Band D - Local Support Services - Counter Terrorism Policing HQ
Salary: The starting salary is £40,519, which includes allowances totalling £3,009.
The salary is broken down as £37,510 basic salary, which will increase annually until you reach the top of the scale £40,141. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

Job Summary
To lead and manage a small team providing Computer Aided Resource Management System (CARMS) support services to Counter Terrorism Policing. The postholder will act as the focal point for duty planning, roster management, overtime administration and workforce management information, ensuring compliance with Police Regulations and organisational policies. The role will provide leadership, guidance and training to managers and staff whilst delivering accurate reporting and analysis to support operational and strategic workforce planning.
Based in West Brompton, with the potential for some hybrid working subject to business need, there may be occasions when travel across the wider MPS estate is required.
Key Tasks
The post holder will be required to:
- Lead and manage a small team of Resource Management Administrators, providing day-to-day supervision, guidance, support and development.
- Act as a subject matter expert for CARMS, duty planning and workforce management processes.
- Ensure the effective administration and governance of police rosters, duty changes, annual leave, overtime, TOIL and rest day management.
- Monitor, produce, analyse and distribute regular CARMS management information reports to support operational and strategic decision making, including but not limited to: identifying trends, anomalies and risks within workforce management data and escalate issues where appropriate.
- Provide advice and guidance to managers regarding Police Regulations, Working Time requirements and duty management best practice.
- Deliver CARMS and duty planning training to first and second line managers.
- Brief senior managers on key workforce planning issues, emerging risks and resource implications.
- Ensure data quality, accuracy and integrity within CARMS and associated reporting systems.
- Support continuous improvement initiatives to enhance workforce planning, reporting and resource management processes.
- Develop and maintain effective relationships with stakeholders across Counter Terrorism Policing Command Units

Experience
- Experience of working within a duty planning, workforce planning or resource management environment.
- Experience of supervising or leading a team.
- Experience of producing and analysing management information reports.
- Experience of administering police rosters, overtime and workforce management processes.
- Experience of working to tight timescales, prioritising workloads and allocating resources effectively.
- Experience of providing advice and guidance to managers on complex workforce management issues.
- Experience of delivering training and supporting organisational change.
Skills
- Proven experience of leading or supervising a team.
- Detailed knowledge of duty planning and workforce management processes.
- Strong understanding of Police Regulations relating to duty management, overtime and rest days.
- Ability to interpret, analyse and present workforce management information.
- Advanced Microsoft Excel skills, including data analysis, reporting and presentation of management information.
- Excellent verbal and written communication skills.
- Ability to influence and brief managers and senior leaders.
- Strong organisational and planning skills with the ability to manage competing priorities.
