Job Summary

Would you like to join the team working at the heart of national planning policy? Fresh from publishing the new National Planning Policy Framework, we are looking for someone who can lead our work to produce the new National Planning Policy for Waste, and to take forward a range of high-profile implementation work, including reviews of minerals and waste guidance. If you’re experienced in minerals and waste planning, there is no better opportunity than this to shape the national agenda.
The role sits within the Environment and Sustainability Planning team within the Planning Policy Division. The role is suitable for those with experience of planning policy for minerals and waste and a good understanding of how minerals and waste planning policy is implemented in practice. The individual in this role will lead the team responsible for minerals and waste planning policy, including the stewardship of existing policy and policy development and implementation as part of the planning reform agenda.
We are looking for someone with excellent stakeholder engagement skills, ability to grasp complex policy and work with other government departments and key stakeholders to deliver results. Alongside these policy skills is the need to demonstrate excellent management skills including coaching and developing your team.
Job Description
- Planning policy and guidance development and implementation - working with other MHCLG teams, other government departments and lawyers to develop national planning policies for minerals and waste.
- Stewardship of existing policy - deliver a quality service to Ministers on a wide range of often contentious policy areas through submissions, briefings and other parliamentary business.
- Establishing and maintaining relationships with key stakeholders across other government departments, teams within MHCLG and external stakeholders to achieve mutually beneficial outcomes.
- Overseeing the management of MHCLG-funded contracts related to aggregate minerals, liaising with suppliers, tracking progress against key milestones, supporting ongoing financial forecasting work and undertaking procurement processes.
- Leading a team, and supporting the wider team leadership, to ensure that all team members are able to take ownership of their own deliverables, to create a rewarding work environment in which everyone contributes and in which all contributions are recognised.

Person Specification
- Experience of planning policy for minerals and waste and a good understanding of how minerals and waste planning policy is implemented in practice.
- Track record of developing and delivering evidence-based policy. This should include the ability to clearly communicate technical planning issues and solutions to non-planners.
- Strong political awareness and understanding of central/local government and Parliament.
- An excellent ability to communicate clearly in writing, verbally, and through visual means, tailoring communication appropriately depending on the audience.
- Excellent stakeholder management skills, including the ability to work with a range of key stakeholders on complex issues to deliver results.
- Strong leadership and management skills, with a focus on continuous learning and development for self and others.
Salary and Benefits
- Alongside your salary of £58,092, Ministry of Housing, Communities and Local Government contributes £16,829 towards you being a member of the Civil Service Defined Benefit Pension scheme.

Stage 1: Sift (CV & Cover Letter)
Experience: Your covering letter should be no more than 1 page, and together with your CV should demonstrate how you meet the essential skills and experience required.
Stage 2: Interview
- Behaviours: Seeing The Big Picture, Making Effective Decisions, Working Together, Delivering at Pace.
- Technical: Technical questions will be based around the essential skills and criteria as listed in the job description.
- Strengths: The strength-based questions will require natural responses from the candidates.
Sifting and Interview Dates
Sifting is envisaged to take place the week commencing 29/06. Interviews are envisaged to take place the week commencing 20/07 and are currently being held remotely via videocall. This could be subject to change.
