Job Details
This is an excellent opportunity for an experienced payroll professional looking to take the next step in their leadership career. You will have the opportunity to influence service delivery across one of Scotland's largest payroll operations, contribute to strategic developments within the Shared Service Centre and help shape the future of payroll services for Fife Council.
We are seeking a highly skilled and motivated individual to join the Shared Service Centre, which delivers transactional services across Fife Council, including Payroll, Accounts Payable, Recruitment and the Internal Shared Service Desk.
As Team Manager, you will provide leadership across of the number of the specialist payroll teams, ensuring the accurate and timely delivery of payroll services while maintaining compliance with statutory and regulatory requirements.

Working as a key member of the Shared Service Centre Management Team, you will develop and maintain effective working relationships with Finance; HR; other Services; pension providers, auditors, banks and external stakeholders.
You will be responsible for overseeing Fife Council's single status, Teachers, trade and craft, and bureau payrolls, ensuring the successful delivery of payroll services to approximately 24,000 employees.

The Person
You will be educated to SCQF Level 8 or hold an equivalent qualification in a relevant discipline such as Human Resources, Finance, Information Technology or Business Administration.
With significant management experience gained within a relevant operational environment, you will bring a strong track record of leading and developing teams, delivering service improvements and managing complex workloads within a customer-focused setting.
You will demonstrate:
- Strong leadership and people management skills, with experience managing multi-functional and specialist support teams with knowledge of payroll operations within a large organisation.
- Excellent interpersonal and communication skills, enabling effective engagement with colleagues, services across the Council and external stakeholders.
- A sound understanding of payroll operations within a large and complex organisation.
- Comprehensive knowledge of payroll procedures, payroll reconciliations, financial controls and governance requirements.
- Up-to-date knowledge of employee terms and conditions, HMRC legislation, salary sacrifice arrangements and statutory payroll obligations.
- Well-developed analytical and problem-solving skills, including the ability to interpret complex data, identify trends and produce meaningful management information.
- Strong digital capability, including experience of Oracle and Microsoft 365 applications, together with an appreciation of emerging technologies and their potential to enhance service delivery. Experience of specialist reporting tools would be advantageous.
- The confidence to work independently, use sound judgement and contribute effectively as part of a wider management team.
- A commitment to accuracy, compliance and continuous improvement.
- A strong customer focus, demonstrating professionalism, sensitivity and a commitment to delivering high levels of service to internal customers.
